York Region Elementary Teachers' Federation of Ontario president David Clegg is promising parents the first month of school, at least, should be free of labour disruption. More than 7,000 public school teachers and 3,600 Catholic teachers have returned to the classroom, but for many in the public system, it is with a sense of unease over what's to come. While the separate school board has signed on with the provincial deal reached with its teachers union, the public board and its teachers, like their counterparts elsewhere in Ontario, are in a deadlock with the education ministry. Whitchurch-Stouffville council's conduct has been called into question by a resident and Toronto's Rob Ford is in court over an alleged conflict of issue during a meeting. So when it comes to council meeting decorum and procedure, just exactly how are people on both sides of the dais supposed to act? "As an adult, when you come to the mayor's house and the town's council, I think you would show a level of respect to the dignity of the chambers, the office of the mayor, the office of the council," said Ward 2 Councillor Phil Bannon who was the subject of resident Bob James' recent decorum delegation. "As a taxpayer and resident, I do not expect to stand up before council and be insulted," Mr. James said Tuesday night in his delegation to council. Mr. James was referring to an exchange that took place in open council July 17 between himself and Mr. Bannon on the issue of Musselman's Lake signs. Mr. James, a lake resident, referred to himself as a taxpayer. Mr. Bannon replied by saying he was a "nobody".
