little britain i tnd formerly of goodwood he felt portions of it would be of interest to readers of the tribune in the goodwood area the tribune is therefore pleased to publish it in part as folows iar mr latcham i am sorry i did not git down to the celebration in your lunor at stouffville jily 1 we were on vacation at the time i would like to thank you personally for what you are doing for the goodwood com munity through the erection of a recreation centre it was always one of my fathers wishes that he might do the same thing he started the park planted the trees kept the grass cut and saw that the swings were erected donated by the late jim mc- cullough a lawyer in stouffville but raised in goodwood goodwood park was dads pride and joy for as long as he was able to look after it lie wanted to put up a building that would be of service to the community but a doctors income in those days was anything but lucrative im sure if he could see what you are doing now he would be very pleased if they have an arthur latcham day in goodwood i hope ill be invited as i feel i have a small stake in the park also i cut lots of grass there too and also took my first driving lesson there regional municipality of york act 1970 the inhabitants of the then county of york outside the municipality of metropolitan toronto were constituted a body corporate under the name the regional municipality of york under the act the corporation of the county of york and the toronto and york roads commission were dissolved on the 1st day of january 1971 and all the assets and liabilities of such bodies became as of the day of such dissolution the assets and liabilities of the regional corporation the act also provided that the health unit serving the county of york was dissolved on the 1st day of january 1971 and the assets and liabilities thereof were to be disposed of by order of the minister of health the act permitted the regional corporation to enact bylaws assuming for sewer water and police purposes certain real and personal property vested in the area municipalities such assumptions were to be without payment of compensation to the area municipalities involved the regional corporation did however become responsible for the payment of any outstanding debenture debt relating to property assumed from the area municipalities all the necessary bylaws relevant to the assumption of property have been enacted by the regional corporation and by the terms of the regional municipality of york act the regional corporation has become liable for the payment to the area municipalities of the outstanding debt with respect to the works assumed 2 charges for net long term liabilities total charges for the year for net long term liabilities were as fol lows principal payments including contributions to the debt retirement fund of ontario water resources commission 712363 interest 523603 1235966 of the total charges shown above 5958886 was paid from the revenue of hand balance at december 31 1971 of 13451- 6 net long term liabilities by the formation of the regional corporation on january 1 1971 see note 1 certain long term liabilities of the corporation of the county of york were assumed by the regional corporation these liabilities together with certain ontario water resources commission projects finalized since the formation of the region are regarded as being incurred by the regional corporation total long term liabilities incurred by the regional corporation and outstanding at the end of the year amount to 11 763157 in addition the regional corporation has assumed responsibility for the payment of principal and interest charges on certain long term liabilities issued by regional area municipalities at the end of the year the principal amount of this 1 iabil ity is of the long term liabilities shown above the responsibility for payment of principal and interest charges has been assumed by others for a principal amount of total balance in the debt retirement fund of the ontario water resources commission excluding interest earned during 1971 which has been accumulated to the end of the year to retire the outstanding long term liabilities included above amounts to 483811 net long term liabilities at the end of the year 7610044 7 capital outlay to be recovered in future years some capital outlay does not represent a burden on general regional corporation revenues as it is to be recovered in future years from other sources municipal enterprises waterworks 2 167718 8 liability for vested sick leave benefits under the sick leave benefit plan unused sick leave can accumulate and employees may become entitled to a cash payment upon termination of employment equal to no more than onehalf of the number of days
