markham although the church has been closed for several years to regular worship the burial grounds are immacuately maintained york region although the 3126007 police budget for 1971 precipitated strong criticism at the may 27 meeting of regional council it passed without amendment the first budget brought down by the new regional force represents a 20 percent increase over the combined 2666593 expenditures incurred by the 14 municipal forces in 1970 but a provincial grant of ap proximately 232990 will help to offset the cost of police services to taxpayers this year threequarters of the 1971 budget or 2267199 will be spent on salaries remuneration for approximately 175 policemen on the regional force totals 1851604 while salaries for the administration totals 281071 and although salaries for the security forces and civilian personnel have yet to be negotiated the chief does not expect any budget revisions but next year he predicts that salary expenditures will in crease he told councillors the force is not up to sufficient strength and forecast that extra staff would be hired in 1972 before being approved in council the police budget had been discussed several times in committee and although a motion was introduced by aurora mayor dick illingworth to reconsider the 27000 allot ment to the board of police commissioners and the 360000 slated for the new regional headquarters building the vote lost 10 to 4 among items mayor illingworth criticized as ex travagant were the 15150 remuneration slated for the three appointed members of the commission the 5000 sum set aside for their travel expenses and the 1600 ear marked for car expenses the immediate payment of 360000 for a new regional police headquarters was also criticized mayor illingworth argued the sum should be paid over two years instead of one i think we should try to keep our expenses down initially he told council the purchase of a 23 foot patrol boat also drew fire east gwillimbury mayor gladys rolling questioned whether the force really needed the 9300 craft the boat is intended to police the inshore waters of the lake the black river and the holland landing area the chief replied i feel its necessary for rescue work and to enforce small craft regulations the opp have cre patrol boat but do not police inshore waters while richmond hill coun cillor felt the purchase of a boat had some merit he felt a 23 foot craft would be too expensive the opp manage with a 16 foot boat and a 40 iiorse power motor he said but georgina mayor george burrows disagreed the men would be jackasses to go out on that lake on a stormy night in anything smaller than a 23 foot boat he reminded council several tragedies had occurred in previous years when law enforcement officers had set out in small boats under the act to create the region of york council has the authority to withhold approval of the police budget in case of a prolonged dispute with the board of police commissioners the conflict is arbitrated by the ontario police commission town of markham iysiness as usual strike buttonville it may look a little strange and perhaps even stupid to see grown men holding placards aloft and parading up and down the side of don mills road in front of the markham town municipal office at buttonville but to union organizers local 1219 of cupe theres nothing strange about it and for the employees some 75 office and outside workers its not stupid but serious they are seeking a 16 percent wage increase plus other benefits managements offer is 6 percent and 4 percent over a twoyear period despite the picket parade business is as usual according to clerk harry tc crisp he said most of the office staff had reported in both monday and tuesday they the pickets started a little funny stuff monday but the police moved in and broke it up weve had wonderful cooperation from the police theyre right on the bit he said some of the strikers tried to convince people the office was closed they didnt fall for that he said al cunningham national union representative termed the strike a last resort he said that when negotiations broke down following a mediation attempt by the dept of labor we had no alter native but to pull the pin mr cunningham noted that outside workers included road and parks department employees but not garbage maintenance men he said security and wages were priority demands with welfare benefits vacation periods and overtime also to be considered he termed the town of markham management as back woods as ive ever seen mr cunningham said he could not predict how long the strike might last were willing to reopen negotiations at any time region of york staggering 18 million budget estimate in 71 york region approval of the 18690839 budget for 1971 brought down by the region of york has been delayed until june 24 and although the regions first budget is approximately 13000000 over the 5761791 budget brought down by york county in 1970 taxpayers may still be paying fewer tax dollars the regional tax levy will be down six hundred thousand dollars from 1970 due to provincial grants regional chairman garfield wright told council may 27 it is predicted 12802250 will be forthcoming in grants and subsidies leaving 5888588 to be levied through direct taxation before the budget was shelved aurora mayor dick illingworth urged that last years budget be supplied for comparison councils in formation is incomplete and inconclusive unless we have last years figures he charged even with subsidies and grants we will have nearly 6000000 to raise through taxes we should discuss the budget in greater depth its a pretty difficult decision for me to make when we cant even get the figures in terjected mayor anthony roman no one knows for sure what regional government will cost the taxpayer markham councillor jim jongeneel agreed im sincere in my effort to do a proper job he said i would like full knowledge of the facts and that means we have to have more information than we have i cant honestly vote on the issue tonight but regional chairman jack rettie felt a comparison bet ween the two budgets would be a waste of time there is no comparison between the region and the county he said however a brief comparison between the 1971 and 1970 budgets where applicable reveals that costs have more than doubled under regional government general government in cluding salaries and general administration cost taxpayers 271825 under the county the same items have been budgeted at 575900 under the region in 1970 salaries for county councillors amounted to 58850 this year they have increased to 97500 however it will be impossible to calculate tax bills without the apportionmentfigures which will not be available until ap peals from vaughan and rich mond hill against their tax assessment have been decided firm fined 500 no safety railing stouffville failure to comply with requirements under the construction safety act cost a stouffville firm 500 in newmarket court june 1 company spokesmen entered a plea of guilty after rally holdings limited was charged with failing to provide a safety railing around a 10 foot shaft on the third floor of a partially constructed apartment on winlane drive evidence introduced by the crown revealed charges were laid following a visit to the 51- suite apartment made by an inspector from the department of labor it was alleged there was nothing to prevent any of the 10 men working on the floor at the time from falling 20 feet to the ground before sentence was passed however company spokesmen told judge russell pearse the safety railing had been ordered before the inspector made his visit but had arrived late failure to comply with act carries a maximum fine of 5000 ndp candidate investigation into the cause officers visited the site sunday and took samples to government laboratories for analysis in addition to the frogs and fish a number of dead birds and chipmunks were found in a nearby bush it is believed they may have consumed small quantities of the water and died later an owrc spokesman told the tribune that an ammonia spill from the cooperative plant to the north was
