government now governing the part of york county north of metropolitan toronto will fall into the same trap that the centralization of the school system produced the editorial suggests that despite the governments contention that equal opportunity in education is better provided for all under the new system the chief innovation as seen by ratepayers is only a whole new group of highly paid officials it also states that school costs were already outofhand when taxpayers were saddled with still a further hike with respect to costs may i offer the following statistics researched by the department of education the statistics relate the cost of education under the new larger units of administration which began operation on january 1 1969 to the cost of the smaller units in the previous three years as you will note from studying the figures the rate of increase in the cost of education under the new larger units decreased by 567 in 1969 as compared to 1968 and decreased 656 per cent this year as compared to 1968 the following is a breakdown of costs over the past four years in 1966 the costs of the elementary school boards were 527084000 which represented an increase of 1538 per cent over the previous year in the same year the costs of the secondary school boards were 351363000 an increase of 1673 per cent total cost of elementary and seco ndary school boards in 1966 was 878447000 an increase of 1592 per cent over 1965 in 1967 the total cost of the elementary school boards was 618718000 an in crease of 1739 per cent over 1966 while secondary school board costs were 429424000 representing an increase of 2222 per cent the total cost of elementary and secondary school boards in 1967 was 1048142000 an increase of 1932 per cent over 1966 in 1966 the total cost of the elem entary boards was 748963000 an in crease of 2105 per cent over 1967 secondary school board costs for 1968 were 513417000 an increase of 1956 per cent the total cost in 1968 was 1262380000 an increase of 2044 per cent over 1967 based on the estimated expenditures of the new larger units of administration the total cost of the elementary school boards in 1969 was 855747000 an in crease of 1426 over 1968 the cost of secondary school boards was 593113000 an increase of 1552 per cent total cost of elementary and secondary boards in 1969 was 1448860000 which represents an increase of 1477 per cent over 1968 this year the cost of elementary school boards is 969220000 ah increase of 1326 per cent over 1969 while secondary school board costs will total 680780000 an increase of 1478 per cent the 1970 total is 1650000000 an increase of 1388 per cent over 1969 it will be seen that the rate of increase has been reduced since the reorganization in spite of the fact that there were financial adjustments to make in bringing together a number of varied jurisdictions in addition the new units have in many cases extended programs such as provision of kin dergartens and special education which were formerly available in only the most favoured jurisdictions the percentage in costs varying from 14 to 20 per cent may at first glance appear to be excessive it should however be remembered that this is not an increase over the previous year for the same set of circumstances ontario has had an increase in enrolment comparable to the most rapidly expanding school jurisdiction anywhere in addition to the increase caused by a higher birth rate we have had what i think can only be described as phenomenal success in retaining students in our secondary schools rather than having them become dropouts with all that that often implies in terms of costs associated with welfare unemployment and the like just recently i have advised all board chairmen that by 1972 their budgets will have to adhere to ceilings established by the department as i stated in the letter the department is allowing a slight in crease in the per pupil operating ex penditures eligible for grant next year the increases are considered to be realistic but at the same time they im pose strictures which will make it im perative for every board to carefully scrutinize all expenditures and establish priorities i believe that as the new larger units of jurisdiction are about to enter their third year of operation the costs will continue to decline and that their value both financially and educationally are being recognized more and more by municipal leaders across ontario recently in the owen sound sun times grey county warden lindsay inglis voiced his support of what has come to be known as the county board system lauding the educational facilities made available to the county since the establishment of the larger units of ad ministration he was quoted as saying its all old
