the 2003 ontario elec tion for example the liber als won 72 seats of a possible 103 or 69 per cent of the seats after receiving only 464 per cent of the popular vbte the conservatives won 24 seats which is 23 per cent of the seats even though its candidates collected 34 per cent of the popular vote the ndp won seven seats or 6 per cent despite garnering 147 per cent of the vote the green party failed to elect an mpp but garnered 28 per cent of the popular vote under the new system voters would actually cast two votes one for their choice for local mpp and one for their party of choice for example if a voter liked a local liberal candi date they could still vote for the conservatives with their party vote ninety mpps would be elected in the traditional way but the new system would see 39 members called list members appointed by their respective parties based on the partys share of the popular vote the list members are not directly elected for a party to have a list member in the legislature it needs to attain at least 3 per cent of the popular vote if the new system passes governing parties face many changes said bob drum- mond dean of the faculty of arts at york university we havent had a party win government with a majority of the popular vote since the 1930s which means that governing parties will have to form coalitions with other parties mr drum- mond said noting we would likely see more minority gov ernments under the new sys tem the system has been adopted in new zealand italy and other countries as for the information campaign mr drummond believes there might have been more traction with the public if the information campaign started earlier the most important fea hire of the new system is the increased voter engagement said jesse greener campaign and government relation coordinator with the cana dian federation of students- ontario who is in favour of the proposed system voter apathy is confronted and overcome because its pro viding people more choice the referendums passage hinges on overall support provincially and a regional component a majority of voters in at least 60 per cent of the electoral districts 64 of 107 would have to approve the proposed system at least 60 per cent of all the overall votes cast in the referendum would need to choose mixed member proportional as their preferred electoral system the change would not be automatic it would later need to be passed in the leg islature by mpps for more information on the ref erendum visit wwwelectionsonca wwwyourbigdecisionca or call 1-888- ontvote an allcandidates
