until at least 4 am has residents complaining and fair staff scrambling to avoid another incident in the future socafest a caribbean celebra tion held during the toronto international carnival went ahead at the fairgrounds sunday but noise from the music gener ated complaints to police to the town and to the media our windows were closed because we had the air condi tioning on and we could still hear it in our bedroom said maria kirby who lives south of 16th avenue off mccowan road why are they allowing events to go on until 4 am anyway both the town and york regional police logged numerous complaints from people across town about the noise which was an obvious breach of the towns noise bylaws complaints came from peo ple as far away as hwy 7 and as far east as the main street- parkway avenue area close to three kilometres away theres no way we should have to put up with this said one woman who requested anonymity i cant imagine how loud it was for the people on the farms around the fairgrounds markham fair president david morrison said hes dealing with the problem we had anticipated con cerns and the organizers went around and spoke to neighbours in the area he said adding there were 15 pay duty officers on duty that night we have been serving the community for 158 years and want that role to continue if we are disturbing people thats not what we want to do we try to be very sensitive with our neigh bours he said we do apolo gize to anyone who was nega tively affected why are they allowing events to go on until 4 am anyway mr morrison said as the com munity grows around the mccowan road fairgrounds defining how and when groups rent the land is becoming a major task but one thats already underway the board is studying noise levels and its current rental con tracts to formulate new policies and they are meeting this week to discuss the situation there is an element of sci ence to it keep the noise down well what does that mean something different to an 18- yearold than to someone my age and in the moment on site if you tell people to pull the plug you could be facing another dif ficult situation the police have that concern as well we have had problems with a number of events in the past said staffsgt rick metcalfe bands keep going and dont respect the 11 pm curfew but if 5000 people have paid money to see the main event and we stop it well wed have to be concerned about the crowd reaction several residents said they were told by police that night nothing could be done because the event organizers had a permit which allowed the music to con tinue past 11 pm but staffsgt metcalfe could not confirm that what is clear is the town did not issue any permit to the group according to spokesper son marjorie rebane no permits were issued at all she said we are investigat ing the complaints and well have to sit down with the markham fair people and come up with a policy for them to follow ward 4 councillor george mckelvey whose ward includes the fairground agrees we dont have anything to do with the rental of the fair grounds but the event organiz ers have fo agree to follow town bylaws and they definitely broke the noise bylaw he said if we
