students for over 25 years consuming 13 per cent of the instruc tional day board chairperson bill crothers said new demands for primary students dont allow for the inclusion of french i dont think we really had a choice we cant theres nothing in the literature that will confirm a student is any better off learning french in the primary grades bill crothers s afford to ded icate that much time to crothers insisted the issue wasnt money related because even though r province wont fund the program he says the annual 33 million granf was always more than the board needed to offer the course its fairly obvious in the material pre sented here that any consideration to con tinue core french is not a budget issue but is complicated by the fact a number of years ago the provincial government decided to start french instruction arid provided financial incentives he said elementary school students will now receive french in grades 4 to 8 only to continue offering primary french would mean the board would have to cre ate an enriched pro gram for grades 4 to 8 on top of the cur- riculuriil v the province will pro yide v rv- in a last attempt to phase the pro gram out aiiro r ak ijig trustee susan pla- crothers mondon suggested extending french for students entering grade 3 to avoid the one year gap leading up to grade 4 but board director bill hogarth made it clear the board would be on its own in any decision to create a program of their own there is no ministry support even for phaseout we would be spending time in a vacuum in terms of curriculum support said hoga rth and with pending reductions to areas such as sper cial education richmond hill trustee denis middleton said he couldnt support extending a program the province isnt ready to support im really going to have a hard time saying continue with 40 minutes of french when i know that is coming as much as i like french said middleton public school boards in toronto durham simcoe peel and peterborough offer french in grades 4 to 8 for 40 min utes separate boards in those same regions and the york region separate board still offer french for primary chil dren but for 20 to 30 minutes per day however most
