gjpj region lowers municipal recycling fees by roger belgrave staff reporter tyork region has lowered its fee for handling recyclables for area municipalities from june 1 to dec 31 the regions fee for processing municipal recycling material drops to 4850 a tonne from 5750 a tonne the price decrease will apply to core materials like newspa- ambulances improve emergency equipment by roger belgrave staff reporter defibrillators machines used to save the lives of heart attack victims could be in york region ambu lances by the end of the month until now ambulances throughout the region have been operating without the critical emergency care equipment attendants have lacked training to use the devise but training is underway in markham according to regional councillor gord landon i landon who is a member of the regions emergency health services committee said there should be a machine in all 16 ambu lances across york region by the end of june training is taking place at the ambulance station recently opened by the province beside markham stouffville hospital the hospital has been des ignated the base hospital for york region providing training consultation and guidance for prehospital emergency health care workers defibrillators are used to administer an electric shock to heart attack victims and restore natural function landon also said the base hospital program has expressed a willingness to train firefighters to use the devises in many cases fire fighters are the first to arrive on the scene in emer gency situations he added per aluminum cans glass and pop bottles handled at york regions material recovery facility on woodbine avenue in markham regional officials have also agreed to commit a portion of fee revenues to a regionwide waste reduction education and promo tion program miller waste system the waste collection contractor for regional municipalities has also agreed to lower its 10percent share of revenues from the sale of recy cled material while area municipalities pay a fee to have their recyclables processed by the region they also receive 90 per cent of the revenues collected from sale of the materials in march stouffville paid 3976 in processing fees but collected 11285 in revenues from the sale of those recy clables york regional council has also given staff the go ahead to work with miller waste system in making a bid for a contract to process durham region recy clables as the region lowers its cost for processing recyclables it is preparing to increase fees for handling municipal yard waste fees at the regions organic waste composting facility remain at 40 a tonne for 1995 but in 1996 fees are scheduled to increase to 50 a tonne and to 60 a tonne in 1997 municipal officials hope to encourage greater use of home composters and reduce use of the regions composting facility regional councillor gord landon said regional fees for processing noncore materials will be picked up by the municipality produc ing optimistic that the store owner will still cooperate report establishes need for regional airport the need for regional air port facilities has been established by a recent report and now possible locations are being consid ered phase 1 of the regional airport study which looked at the need and justification for regional airport facili ties was completed on april 27 the consultants report prepared by marshall macklin monaghan in association with kpmg concluded that there is a need for airport facilities which serve a regional func tion the report is based on the results of public consulta tion as well as an assess ment of current and project ed air traffic and the role of airports as part of the trans portation infrastructure of a healthy economy an important component of phase 1 was consultation with the public ratepayers groups airport industry business community inter est groups and area munici pal staff about 140 people partici pated in a public meeting and various focus groups overall people were gen- erally said the report based on the ability of a regional airport to attract business investment create jobs provide sched uled passenger service and ensure that york region remains competitive in the future in addition a number of specific issues were raised especially with respect to financing and location many people felt that even though regional airport facilities have public bene fits efforts should be made to ensure that they are self- sufficient and not entirely dependent on taxpayers location criteria identified include ensuring easy access to the greater toronto area keeping away from residen tial areas and protecting environmentally significant areas the study is now moving into phase 2 to consider location options the investigation of short- medium- and longterm options will include a detailed examination of existing airport facilities within york the proposed pickering airport on the east side of the region and poten tial options in northern york region if these steps do not pro vide a longterm solution then the area of search will be expanded to include other possible locations detailed criteria for evaluating loca tion options will be devel oped during phase 2 of the study a public information cen tre will be held to show the findings of phase 1 and to obtain input for phase 2 anyone interested in the regional tions of the joint board consortium are adopted the consortium was established by the regions two school boards to investigate possible areas of savings at a february meeting the consortium recommended that the public board amend its busing policy to match that of the separate board in which high school students who live 48 kilometres or less from their school are not bused the public boards current cutoff is 32 kilometres at its recent meeting the public board stopped short of making this move refer ring it to a committee for further consid eration in the context of school bound aries some rural trustees expressed safety concerns for students who have to walk to school along roads with no sidewalks in a related bussing issue the public board will have staff consider eliminat
