decision to allow telewagering at riccis east formerly chariots motorsport made in an incamera meeting of council or not the question was posed by former councillor ken pren tice at tuesdays council meet ing i presume that this body namely the ontario racing commission has heard from council incamera that theres no objection to this he said was the resolution coming out of an incamera meeting it seemed simple enough but the confusion that result ed left the gallery which included exmayor fran sainsbury- scratching their- heads prentice said he didnt nec essarily object to telewager ing but the process by which it got the gorahead while a municipality doesnt have to consult the public on telewagering the orc does require a letter saying the municipality has no objection the orc received such a let ter from ward 5 councillor judy scala on jan 12 while the letter was written on town letterhead mayor wayne emmerson said it was her personal opinion not coun- cils emmerson and councillors ed lyons and cliff dunkeld said it was not an incamera meeting but ward 6 councillor mark kostandoff begged to differ its my view you are incor rect in saying there was no in- camera meeting held he said prompting a warning from lyons to be careful what he said but kostandoff held firm i admit that i could be wrong but it seemed to me we had a meeting he said questions were asked and discussion was held soon after kostandoff said the issue of telewagering was on the incamera agenda emmerson then admitted the meeting in question was put on the agenda explaining that the policy regarding in- camera meetings has changed since his last term on council and he believed there was no problem discussing telewager ing in that format if youre going to put the blame on anybody put the blame on me said emmer son when i was here at my last term of council we could do it that way he said the ojc somehow got scalas name and contact- please see page 2 new reforms welcomed by boards bylucypolicelli
