dumping costs bellerby asked whitehouse bellerby s question referred to a resolution to be submitted toogra ontario good roads association council approved several resolutions for debateat the ogra annual conference to be held feb 2326 in toron to the incidents of illegal dumping on municipal roads has substantially increased as a result of increased costs for disposal and dumping bans for certain materials at landfill sites resulting in higher roads maintenance costs the resolution reads the association wants the ministry of transportation to increase road subsidies to compensate municipalities for the costs of cleaning up the illegal dumping illegal dumping is also on the rise in whitchurohstouffville and local taxpayers are footing the bill said whitehouse we spend between 20000 and 25000 for illegal dumping debris pickup weve had a lot of incidents where it takes a lot of time and effort and a 40yard container he said bellerby asked if present fines are a sufficient deterrent to those who are involved in illegal dumping activity enforcing a town bylaw which prohibits the practice is difficult unless the person is caught in the act said town administration officer bob paniz- za most times the illegal dumping incidents are not followed up and no charges are laid unless someone sees a licence said panizza when an incident occurs a bylaw enforcement officer is sent to the scene to look for clues said whitehouse the ministry of the environment also has to be notified in case haz ardous materials are involved he said the biggest weapon against illegal dumping however is getting the public involved said whitehouse when a large incident occurs i call the papers and get it publicized we have to rely on residents in the area theyhave to keep their eyes open he gather ing their christmas tree ban on satellite dish antennae may be lifted after meeting sal bommarito staff reporter a proposed bylaw amendment would lift the ban on frontyard satellite dish antennae if council decides to adopt the change the towns planning advisory committee approved a planning staff recommendation to hold a public meet ing sometime in january on the amendment as required under the planning act according to planning coordinator ken aida the proposed bylaw is less restrictive than the present bylaw which totally prohibits the antennae being installed in the front yards of residential lots but in a report to the committee aida points out that a number of residences in the trail of woods sub division have satellite antennae in the front yards of 15 visible dish antennae located in the subdivi sion it appeared that 1 1 were in contravention of the existing zoning primarily because of frontyard pro hibition the report says several residents particularly in the towns rural estate residential subdivisions have ignored the loca- tional requirements of our zoning bylaw at least one councillor was baffled by the proposed change why are the satellite antennae being permitted to stay in the front yard asked ward 6 councillor ken prentice under the proposed change nine of the 11 would still be in contravention but most could be relocated in compliance with the proposed zoning the report says if its impossible to relocate the antennae in compli ance with the proposed zoning an owner can apply to the committee of adjustment for a minor variance but approval would not be automatic the report says under the proposed zoning change frontyard antennae would have to be set back- 15 metres 50 feet free skate planned whitchurchstbuffville
