enthusiasm but short on experience when it reconvenes officially starting december 10 thats where mayor fran sainsbury comes in sainsbury going into her fourth term on council and third term as mayor is easily the most experi enced of the council members and will provide stability and leadership over the next threeyear term ward 3 councillor nick tatone has one complete term on council but with the exception of ward 2 councillor steve bellerby who took over last year it will be a learning process for the rest of coun cil can you imagine if there had been a new mayor too said sainsbury fresh off her narrow elec tion victory over challenger wayne emmerson its going to be an exciting time ahead she said newcomers ivanka bradley in ward 1 cliff dunkeld in ward 4 bob ancheril in ward 5 and ken pren tice in ward 6 will all be looking towards the mayor for leadership and guidance though she acknowledges the leadership role sainsbury is quick to point out any final decisions are made by council as a whole i laugh when people say the mayor is the boss she said from the comfort of her town hall office it takes four votes to pass a resolution she said of the close election victory over emmerson sainsbury believes it was her involvement over the years sainsbury hopes to promote a positive attitude with her new council with committees and boards including three years as chair of the downtown business improvement area and the support of service clubs and churches which made the difference sainsbury also attributes much of her sue cess in whitchurchstouffville municipal politics to her husband of 33 years denis who encouraged her to run for another term he said the town will be at a crossroads said sainsbury on the future the 55yearold former school teacher is well aware of the challenges ahead and is outspoken as ever concerning a number of issues she says council will be addressing in its next term the formation of a citizens audit committee to act as a watchdog over town programs finances and taxes a kettlelake advisory board and the construction of a new fire hall in ballantrae are high on the list of priorities for the next term said sainsbury the town will also be working on a sec ondary plan urban study for the ballantrae- musselman lake area that process will begin with an open house scheduled for the evening of november 25 at ballantrae public school one of the first tasks at hand along with presiding over the inauguration of the new council on december 3 will be making sure the new councillors go through a process of orientation in preparation for the first meeting said sainsbury to that end they will be working closely with the bob panizza the towns administrative officer and the mayor herself during the next two weeks we have to go over things like procedural bylaw rules of order conflict of interest and the process of the agenda she said the campaign promise of making council more accessible to the people will be fulfilled immediately by meeting individually with council members to find out what the concerns of the people were during the campaign said the mayor i want to find out what concerns are whether its streetlighting or taxes so we can reprioritize our vision of old versus new and budget money for those concerns in the fiveyear capital forecast she said the mayor who was known as an environmental activist from 1974 to 1982 will be the first to admit however addressing everyones concerns is easier said than done she mentions the musselman 1 lake cleanup as an example we have to address how were going to do it the cost of doing it how its going to be funded and who owns it she said it takes many years to create the dilemma she added whatever the issue sainsbury said the emphasis will be placed on promoting a positive attitude in the council chambers we have to learn debating skills and how to address the issues so we can represent ourselves as professionals she said other priorities over the next term include protection of the towns existing water supplies and gaining access to more water and sewer services through york region said the mayor because of restrictions on services in the town sainsbury believes growth will have to take place near the urban area where the amenities are a userpay system of development will have to be implemented if any growth is to take place this will ensure taxes stay down she said sainsbury said future growth is important to ensure whitchurchstouffville remains a vital community im worried about stagnation we need new blood to keep growing she said but the population forecast of 30000 by the year 201 1 may be unrealistic she added if you cant have service where are you going to put them said the mayor development will also depend on next summers official plan review said sainsbury under the planning act municipalities are required to review their official plans which are basically blueprints for future development every five years sainsbury encourages anyone concerned about development- related issues to participate in the official plan review process which will include the publics input one issue which will be addressed during the process is that of estate residential development she said sainsbury is opposed to creating hamlets of over 1000 population and im against communal wells the issue goes hand in hand with the protection of the towns drinking water and making sure everyone has chemi calfree water said sainsbury though there are a number of issues to address in the short term the town has to be satisfied with doing the basics the frills will be on hold for awhile she said as mayor sainsbury will also reassume her duties as a regional councillor when the york region council begins a new term starting december 12 sainsbury is also planning to sit on the regions engineering committee and the york regicrf housing authority but the committees wont be named until after the new council has been sworn in sainsbury would like to see a redistribution of wealth between what she refers to as the the halve and the halve- not municipalities in the region the five who are on the york region sewer are the halves and the four who are not are the halvenots she said theyre going to have to share the wealth so taxes dont increase she said sainsbury vows to continue to fight for issues at the regional level which affect whitchurchstouffville despite critics who believe she has alienated the town people think i have alienated whitchurchstouffville some people think they are mad at me but its just that they vote no sainsbury said pressures from the province which has requested the town to draft a municipal housing statement including affordable housing will also have an effect on the towns finances the town has already completed a number of provincial initiatives including pay equity at a cost to the taxpayer she said i call them the 12 indecent acts the mayor said pjkmosjoehdwitteveen maintaining a good relationship with local mpp larry oconnor and mp bill attewell are essential if the town sainsbury explains the functions of council to a group of orchard park wants to continue to voice its concerns at the provincial level she said students last month
