monday morning to give the towns side of the gravel pit bylaw story with a press release prepared by the towns lawyer mayor fran sainsbury and chief administrative officer bob panizza tried to set the record straight according to the town officials the release was spawned by a number of recent media reports on the bylaw and its ensuing court battle- we felt that we needed toset the record straight as to what we are trying to achieve explained panizzai some hews reports were critical of the by law the towns decision making process and willingness to engage in a expensive legal batr tlev interim control bylaw 901 11 placed a moratorium on industrial development at most gravel pits within stouffville while a study is conducted to fully assess the effects of such land use this is not an issue of stifling development at some local gravel pits sainsbury said it is an issue of planning it is a question of whether industrial operations located on the environmentally sensitive oak ridges moraine are a proper use of land from an envi ronmental and planning peirepectiye she commented t r sainsbury also noted that under the planning act the tpwnhad license to pass the bylaw j without public meetings or prior notification f phase oneof the study has already been completed and a draft report presented to council a final report is expected to reach council by late september or early october as part of the study consultants will assess such things as noise truck traffic odor water usage potential for spills and effects on the oak ridges moraine a 58000 price tag has been projected for the report council passed the bylaw last august in response to a number of proposed develop ment activities developers had shown some interest in establishing redimix and asphalt plant operations at various town locations but die present bylaw does not permit new types of industry on those sites according to panizza however gravel pit operators believe the bylaw leaves room for such activity officials haveexpressed concern about the effects these operations would have on the quantity and quality of the towns water sup ply sainsbury pointed but the town has no qualms with the existing gravel pit operations the court case has been postponed until october and its ontario municipal board hear ing has also been adjourned centre board resigns roger belgrave staff reporter stouffville council formally accepted the resignation of whitchurch cen tennial community centre board at its last council meeting the volunteer board wrote a letter of resignation to council june 26 cit ing conflict with town administrationand council the towns director of recreation and director of public works are cur rently handling the centres daily operations operations will continue in mis fashion until a new board can be appointed early next year to date there have been no plans made for the annual halloween dance 1 regret this resignation has happened said mayor fran sainsbury but they just felt it seemed to be one decision after another that they didnt concur with the majority decision of the members of council a smoking bylaw that prohibited smoking in the centre and a separate christmas party for staff and volunteers were among the contentious issues claimed the mayor tbe board was composed of five volunteer citizens arid two town coun cillors barriers up at summitview safety concerns prompted the york region board of education to order fencing erected around the construction site at summitview pub lic school a sixroom addition is now in the works at the whitchurch- stouffville elementary school oh main st but is about four months away from completion a walkway between the school and an addition constructed to the east of the school in 1974 was bulldozed leaving government stalling caused the loss of 5 million a york region school board claims educational development charges on new houses is a plan aimed at increasing school board revenue with boards collecting money on new home construction to help offset the cost of the schools in the neighborhood both boards have submitted all information requested by the min istry of education said assistant director of planning walter yewchyn of the york region roman catholic separate school board- he said although the province verbally stated its commitment to the plan last year the board has received nothing in writing were expecting an answer any day he said wednesday yewchyn estimated the separate board would have earned between 45 and 5 million so far this year if lot levy legislation was in
