reform party lays it on line for stouffville wktoer hrlfary i5 1991 p bruce stapley correspondent the markhamwhitchurch-stouf- fville reform party riding associa tion presented its platform to a room full of attentive residents at the latcham gallery tuesday night the local organization one of 72 reform party riding groups to spring up in ontario in the past year out lined its plan for the new canada in a question and answer session the association which has yet to nominate a candidate for the next fed eral election was represented by director of communications ged stonehouse and secretary al selwyn of stouffville and mark magner from the partys ontario association the program began with a video in which preston manning the national leader of the western canadabased party outlined reform policies in a recent speech the party would work toward fiscal responsibility but would not under mine the existing social safety net manning said the preservation of the various cul tural groups across canada would be encouraged but not funded by the federal government with none given special status and each responsible for its own advancement if quebec wants to be a part of this new canada great said manning if they want to leave fine but the break will be done in the best interests of the economic wellbeing of the rest of the new canada the senate would be equal elect ed and effective said magner wn0 later added his party stood for a strong federal government as opposed to a loose federation of provinces abortion capital punishment and constitutional reform would be put to a national referendum on other issues a reform govern ment would consult with the people magner said he stated the party supports the united nations resolution on the gulf war and would continue free trade policies already instituted while encouraging more research and devel opment projects at the provincial level to help canadas beleaguered industries we cant protect ourselves and try to make ourselves into a safe little island by the imposition of artificial tariffs magner argued refugees he stated would be screened more carefully wed be sending a lot of them back home he said his party would formulate an immigration policy based on the actual industrial needs of the country at any given time with constant adjustments being made magner said his party felt it could cut from 20 to 30 billion annually from the federal deficit by attacking government members expense excesses and pensions cutting out needless layers of civil service admin istration and by curtailing federal funding of multicultural programs it is essential claimed magner that a national focus be developed and his party aimed to do just that the key to the reform partys suc cess he insisted was that it was in tune with the people the policies of our party sound good to so many people because they come from the grass roots up not from the top down dog owner cautions others after his pet killed a markham man is alerting the community after his dog was viciously attacked in milne park sunday ray broughton and his 10yearold daughter meagan took their dog for a walk last weekend bullet a 14yearold mixedbreed dog was on a leash broughton said he noticed a man and woman standing with two unleashed dogs about 100 yards away when suddenly the pair of canines raced toward bullet broughton said the larger dog perhaps a 75 pound pit bullalsatian breed picked up bullet and shook the 20pound dog before flipping him over the smaller dog a terrier dove under bullet and began biting the dogs were not under control ive never quite seen anything like that broughton his demands that the dogs be placed on leashes which the owners were carrying went unnoticed he said i couldnt get an apol ogy i couldnt even get a response within 24 hours bullet died as a result of broken ribs which pierced his heart i wonder what would have happened if we didnt have the dog with us would they have gone for my daughter he asked im not out to get these people or embarrass anyone i just want to warn people broughton contacted animal control to report the attack and officers are watching the area but bylaw enforcement officer angela guyton said the park is closed to cars in the winter season making patrolling difficult and this weekend broughton said he plans to hunt for the dogs and their owners or somehow try to identify them and pass the information on to animal control if found the dog owners will be spoken to and possibly charged under a markham bylaw that states dogs must be leashed and party has been holding information meetings in many communities rc board prepares to axe programs julie caspersen staff reporter a plan to cut more than 66 mil lion from the separate school budget has trustees sharpening their scissors the york region roman catholic separate school board was present ed with the first draft of the 1991 budget which outlines a series of cut backs designed to help balance the strained budget the board is dealing with a 185 million deficit and estimated expen ditures of 233 million trustees will consider possible costsaving measures to reduce the budget over 12 months by 6685050 which translates into a 35million savings for the remain der of 1991 i dont want to diminish the level of education delivered to our chil dren but we have no choice board chair joe virgilio said the cuts that would have the most impact would be in the areas of pro grams and educational assistants options in special education pro grams are hiking the core resource teacherstudent ratio at 2751 and cut ting supplies student services sup plies were reduced by 74000 in 1990 and the draft budget calls for an additional cut of 15000 the total savings in programs is 1167400 a savings of 1505750 could be seen by eliminating 90 educational assistant positions 85 of these in the special education area currently the board employs 318 educational assistants and paid them 66 million in salary and benefits in 1990 without cuts the cost will rise to 77 million markham trustee terry ryan sug gested looking at how other boards get by with fewer educational assis tants the board could decide to econo mize through changing its transporta tion policy staggering school start times and eliminating late run buses a hiring freeze on custodial staff for the next three elementary schools opening could save the board 420000 and 210000 could be conserved if the six custodians retirr ing this year are not replaced the board is trying so hard to keep the standards up and keep the quality up virgilio said in an inter view thursday but he added that the board is going to suffer this year the york catholic teachers associ ation charge that the board is building its administrative personnel at the expense of the students we believe the boards priorities should be to maintain existing stu dent programs and teaching staff required for program development a press release dated feb 12 said trustees will discuss the proposed cuts and make recommendations at next tuesdays budget meeting ap replaces dominion the markhamarea dominion store will be replaced by an a change savings in advertising and flyer reproduction are cited as the rationale as an a p exists in whitchurchstouffville a similar change is taking place in brampton where an a p will become a dominion switches will also take place between miracle food marts anda p stores joe virgilio no choice but to cut stouffville nixes addressed bill envelopes whitchurchstouffville officials voted against their earlier approval to include selfaddressed envelopes in the tax and water bills it was decid ed tuesday at council in committee meeting feb 12 members voted in support of staff recommendations to include a selfaddressed envelope in the bills at a cost of 1800 to make payment more convenient town finance director ed black burn had told officials other munici palities which include the envelopes in their bills have good response he also stated a selfaddressed envelope would enhance public relations and improve cash flow to the town but tuesday during council some officials voiced concern against the idea ward 5 councillor doug alles said the move would be a waste of money there are a number of people who pay these bills by hand and well just end up with a tremendous surplus in the number of envelopes provided councillor alles said however ward 6 councillor jim sanders- said the staff report showed the plan has merit the advantages here have been pointed out by staff the money gets to the bank faster it would be a sav ings to the town and will encourage people to pay their bills quicker councillor sanders said but council voted 32 against the
