and former riding mpp greg sorbara who represented whitchurchstouffville before boundary changes in 1987 stouffville council in brief stoplight tenders come in lower than town expected new stoplights at summitview public school will cost nearly 260000 and a single tender received by the town is under its budget by about 20000 according to a report from staff public works director paul whitehouse received one tender for 280000 to complete stoplight installation at the mainstouffer streets and mainmarketmill streets intersections from rs electric contracting limited another tender was received 17 minutes past the deadline and was disqualified mr whitehouse states in a report which was to be dis cussed by town officials yesterday during its final committee meeting local politicians were expected to vote on accepting the tender amount at a committee meeting yesterday street improvements it will cost the town about waste days plan in york york region wants to set up two household hazardous waste collection days each year to conveniently serve all its resi dents according to a report from yorks engineering depart ment although keele valley land fill site located in maple offers public access for toxic house hold waste the region says the location is not accessible for municipalities living some dis tance from the facility to help rid resideni- easily of cleaners solvents paints furni ture polish and insecticides the region wants to propose sites established cooperatively by the area municipalities on two given days each year the collection days which would cost taxpayers about 300000 a year will be partial ly funded through government grants local officials were to com ment on the report at yester days committee meeting 50000 to reconstruct burkholder street after staff recommends offi cials accept one tender in that amount seven companies bid for the job to improve the street with econo excavating and paving company limited being the lowest bidder the street will be reconstructed well under the towns outlined budget of 80000 giffels associates limited the towns planning consultant says low bidders dealt with in the past perform quality work giffels also recommends along with director of works paul white- house that council accept the 50000 bid 100 stouffville homes affected by 91 1 system several streets containing 100 homes in whitchurchstouffvilles down town core will have to be renumbered as part of the upcoming 911 emer gency system implementation says a report from the town town chief administrative officer bob panizza will discuss changing the house numbers on six streets in order to remove potential confusion with emergency services once the regionwide program is up and run ning streets with a north and south split that have duplicate house numbers such as 392 loretta crescent north and 392 loretta crescent south will have to be renumbered mr panizza says twentyfour homes on loretta crescent 38 homes on stouffer street 18 homes on thicketwood boulevard one on park drive eight on church street and 11 homes on albert street will all have to be renumbered according to the report which was discussed yesterday the cost of renumbering the home addresses and changing personal sta tionery will be left up to each homeowner mr panizza said recently also any streets with a northsouth division will be rescinded as part of the 911 preparation plan the renumbering system being applied throughout the region is aimed at eliminating any confusion for emergency crews when identifying a location town officials were to discuss the issue at yesterdays council meeting stouffville getting ready for l goods and services tax beach temporarily closed tracy kibble staff reporter unacceptably high bacteria levels forced the closing of cedar beach last thursday but the public swimming area was opened again friday a spokesman for the york region health depart ment says health unit representative brenda guarda says all beaches at musseimans lake are tested every tuesday for bacteria and says if a beach exceeds the departments acceptibjiity levels for two consecutive weeks a placard is posted to warn swimmers all beaches in whitchurchstouffville and york region are tested on a weekly imfif ms guarda says but waiting for test results from the laboratory can take up to cedar beach after the first test on july 31 showed fecal bacte- dropped again resulting in the beach being reopened on aug 10 a lot of different factors influence the bacteria migration and high levels in one specific area ms guarda says main factors that influence bacteria levels are rain if there is a substantial rain fall storm water runoff washes the bacteria into the lake increasing the count of fecal lev- ets 01 strong winds this action turns up sediments at the bottom of the lake which usually contain bacteria h shallow water these areas are more likely to contain high all tests performed at other beaches along musselmans lake i sunday the town of whitchurchstouf fville is preparing for the gst tax which will come into effect jan uary 1991 town director of finance ed blackburn has written an impact report on the tax and has recom mended an action plan which would involve hiring a consultant some of the recommendations mr blackburn has prepared for discussion involves reviewing activities of each department and training all staff before the tax comes into effect the gst is not going to disap pear or in any likelihood by delayed the town has no choice but to address the issues and pre pare itself failure to begin as soon as possible could negate the avail ability of any planning advantages and could result in lost tax credits if we do not meet the january 1st deadline mr blackburn states in his report mr blackburn also says town staff must be committed to pro viding resources within their department and to fully recognize the magnitude of the impact on the gst council was to
