concerns about the inadequacies of overnight shelters and lack of affordable housing fred victor is redeveloping its facilities and programs the new building will provide rentgearedtoincome housing for 194 single lowincome men and women the residents will live in shared apartments with each apartment having six to eight single bedrooms a kitchen and a living room the new building has been
