the problerns in westfield estates none of these problems have been corrected it is the towns responsibility to en sure that they are through the subdivision agreement let me point out that the towns responsibility is also financial the subdivision agreement pro vides 500 per lot to complete all grading in case the developer fails to complete it this amount will not cover the cost of sodding the boulevard the remainder of the cost will have to be paid by the taxpayers of whitchurch- stouffvillc let me refer to specifics in the story at this time none of the homes in the subdivision have been approved by the towns en gineers this means they do not yet meet the towns agreed plan no disrespect to council the town contracts giffels associ ates limited as engineering ex perts for the town these experts say the subdivision does not meet the planned requirements and therefore is not completed however presidential homes have been given and are proceed ing with their building permits while phase i sits unfinished at the time the story was pub lished the town had no formal signed contract to use other funds from revenue to complete the lot grading the only funds available are some 500 per lot as stated in the original agreement these funds are the problem the town realizes too late they do not have sufficient funds to complete the lot grading therefore they have been prodding the developer to complete the lots only after pressure by the homeowners has the town negotiated an agree ment with the developer for ac cess to additional funds these funds would be used to complete the subdivision as of july 27 no formal document had been signed r with regard to the mayors re mark about our property values and the beauty of the subdivision i ask how is a beautiful home expected to attract maximum value with ungraded and weed infested land surrounding it the mayors responsibility is tq protect the homeowners and their tax dollars not estimate the market value of their homes the
