after allowing for capital revenue amounting jo s25000000 the sum of s822 10000 shall be raised by the sale of debentures payable over a period not exceeding fifteen years the corporation intends to charge a part of the cost of the works as a sewer rate for a period not exceeding fifteen years upon owners or occupants of lands who will or may derive benefit therefrom and b the imposition of a sewer rate in respect of the construction of a west end trunk sewer pumping station and forcemain and intends to charge the sum of s822 1 0000 being part of the cost of the work as a sewer rate for a period not exceeding fifteen years upon owners or occupants of lands who will or may derive a benefit therefrom immediate benefit and deferred benefit more particularly described in schedule a hereunder the said sewer rate will impose upon the owners or occupants of the lands who will derive an immediate benefit are more particularly described in schedule b hereto and as illustrated on the map below and the remainder of the lands described in schedule a shall be considered as receiving a deferred benefit upon which the sewer rate will not be charged until such lands are actually
