trustees voted 126 in favor of banning corporal punish ment the motion made by markham trustee john myers amends a board policy on discipline in the schools deleting the sections on corporal punishment strapping in presenting his argument against the strap trustee myers stressed that this form of discipline is outdated and the argument that it should be kept because it works is weak tminot saying that it doesnt work but because it works doesnt make it right he said its a punishment of the past using the analogy that in some countries shoplifters get their hands cutoff trusteemyers pointed out that although a punish- mentmay work it doesnt neces- i hali sarily make it the thing to do separate school representative glenn macalpine supported the motion to ban the strap but said he would have preferred to see it die a natural death he noted that use of the strap was on a definite decline a staff report recently submit ted to the board indicated there were 31 strappings in 15 schools all elementary last year this figure is down from the 19811982 school year when there were 42 strap pings in 17 schools trustee myers explained that although there were only 31 counts of corporal punishment last year this figure doesnt include the threats which he said are just as damaging by using this form of discipline what were really telling the stu dents is that might is right and thats not he message we want to leave said trustee macalpine in light of a report from the york region elementary principals and viceprincipals association requesting that the against their wishes he said i think we should get a little more input before deciding the motion to defer lost in a 99 vote with board chairman mike neill voting to create the tie under the boards
