totals also do not include the estimated 118000 discouraged workers who have given up looking for work because there are no jobs available a major reason for these grim figures can be found in the declining level of em ployment over the years the canadian economy has acheived a remarkable job creation record in the 15 years endng in 1981 the number of people employed in creased by 37 million or 50 per cent on an annual average basis that works out to 247000 net new jobs each year or an annual increase of 28 per cent since august of 1981 however all has changed canada has experienced a very i large job decline and in an international comparison has gone from number one in job creation to last place and last place by a mile from august of 1981 through april of 1983 the number of people with jobs dropped by 460000 with the level of em ployment increasing in only four of the 20 months in that period the cost to working canadians from this unemployment are not difficult to discov er unemployment insurance benefits in 1982 were 86 billion up 78 percent or 38 billion from the 1981 expenditure of 18 bil lion with the april 1983 budget estimating that unemployment will remain in excess of one million until at least 1987 this addi tion to canadian expenditure will not be reduced certainly no portion of the population has suffered as greatly from this unem ployment than young canadians the fi gures are staggering in the age group from 15 to 24 the rate of unemployment in april was 216 per cent with 246 per cent of young males unable to find work along with 186 per cent of young females there are 697000 of the youth under employed with parttime work and at least half of this number badly want and need full- time employment statistics never do justice to the poverty and suffering brought about by unemploy ment to a large extent the job we hold defines who we are and where we fit into society those without jobs inevitably lose their faith in thatsftciety y many of the unemployed youth have nev er had anbpportunity to work arriving at the age when they expect and are ex pected to gain employment they are de nied that opportunity although represent ing the future of our country the are not being allowed to play a part in working towards that future the progressive conservative party does not accept the liberal premise that high employment will be a permanent fea ture of canadian life we believe that while poor economic management has led to the high unemployment of today better econo mic management can greatly lessen the total unfortunately it is canadians
