the heading may up rent in reply the apartment owner sub mits the following letter to the editor dear editor to begin with let me mention that the tenant who was so ready to complain about the im pending increase at 103 winlane drive had only recently moved into the building and was told before he moved in that this in crease was being ap plied for secondly why should one section of the community be obliged to subsidize the public at large not only six percent for six years because not everyone has the sto mach to go through the imposition of applying to the rent review board but all the other restrictions which pre vent a socalled land lord from applying proper business prac tices i would like to tell the public and the press that not every landlord is a gouger or likes to increase rent on a tenant whom he respects and appreci ates indeed the grea ter percentage of small landlords like myself are striving constantly to try and make ends meet why do the news papers erroneously try to put the burden of in flation on the shoulders of the landlord whoever can prove that a- landlord is im mune from present- day monetary ail- ments is more than welcome to try quite the contrary he is if anything more vulner able with the greater portion of his expenses being taxes heating and mortgage interest which arethe three items of considerable concern at this time rent control in ontario has proved its worthless incompe tence seethe im pact of rent review on rental housing in ontario a staff re- search report a pub lication prepared by the staff of the ministry of municipal affairs and housing released in july of 1982 and available for 700 at the queens printer on bay street the same government that im plements and con tinues this hypocritical practise spends money to find out why it should be condemned and then unemotional ly proceeds with its continuance i believe close to 200000000 was spent on this pub lication maybe the same taxpayers who fight increases in rent should find out why this money was spent on a research report the findings of which have been totally ignored by the davis govern ment caii it be that this shortsighted govern ment of ours in fear of losing their popularity with the general pub lic and realizing that there are more renters than landlords con tinues this hypocritical practise of rent re view in order to appear as a modern robin hood it has always been apparent there was more of the- hood in robin than the bird i how much longer can a property owner be expected to put up with a situation which forces him to pit his wits against the forces of city hall if he is astute and can pay an expert he fares better than his unfortunate counterpart who can not afford it should you be penalized be cause you are not a mathematician or phi- ladelphia lawyer to come up with the his- torical data on a prop- erty including title searches mortgage deeds etc is expen sive- timeconsuming and extremely diffi cult why should a per- sons business acumen decide the value of an apartment should it not be fairly decided by square footage loca tion and calibre if it is to be decided at all how much longer do landlords have to put up with abuse from the press who like the ministers from the government that i have spoken to public ly sympathize with the tenants because of the numbers game even though these same edu- cated people admit they do know the score the margin of differ ence between rents charged in any new building and existing buildings under rent controls is becoming so wide it is prohibitive to build even though a new building does not come under controls it is still affected who is going to provide accommodation in the future personally i think the editorial staff of our newspaper indus try should start to look at this problem with less mouth and more- brain i do not claim to be any kind of genius or selfappointed advo cate- but i can predict a serious housing prob- lem in ontario the like of which this country has never known i can foresee deteriorating apartment buildings whose owners cannot sell and cannot afford to keep i can see the same people now favoring housing and i can seethe same politi cians whoare now tell- ing their constituents that they will press for- the continuance of con- trols either retiring on a fat pension which they dont deserve or moving to different ter- ritories in order to avoid the confrontation of angry young people tired of living with their inlaws because i have a genuine desire to keep my rents as low- as possible and also in a national interest i have been participat ing in a government- sponsored energy con- servation program covering two years of building operation by the way with the pre sent rr system it is the landlord who puts in the time and effort but the benefits of such endeavors automati cally go entirely to the tenant this year the saving has already passed 200000 and because of a lack of funds only about 5095 of the recommended changes have been made as the leasing agree ment which is made with the tenants in 105 winlane states a ma jor appliance should not be installed in any apartment without the consentof the landlord the freezers men tioned in your article were installed without permission and would probably not have been detected without the escalation of the hydro bill which was brought to my attention the cost of power only it is aninevitable fact that increased utility costs result in less funds available for general maintenance and i felt that the tenants not in stalling a freezer did not deserve
