compelled to speak out nation truth revealed dear mr editor your front page article indicating my reasons for resigning from the finance chairman post are so far from actual fact that i am compelled to speak out so mat the truth can be known to the people in whitchurchstouffville it was my intention to just quietly slip out of the picture and avoid em barrassment to anyone this was my reason for not speaking to you on the telephone and my reason for not giving a detailed explanation when resigning at council your article with councillor kamps far fetched remarks and distorted account have forced me to bring forth the actual reasons for my stepping down also to clarify that the missing resolution which appeared illegally in the minutes of april 15 had nothing whatsoever to do with my resignation from the finance chairman position the mayor with the treasurer of the town worked together to compile the 1980 budget i was not asked as finance chairman to sit in on any of their sessions when the budget was presented to the finance meeting the mayor chaired the meeting himself i felt i could not sign my name on the tax bill as chairman of finance when i had no more to do with the budget than any other council member it appeared to me that the mayor had taken over my functions as finance chairman and the responsibility therefore lay with him if he did so because he was unhappy with my performance he never said anything to me and i was never advised at any time of his meetings with the treasurer in his position of leadership i think there should have been some com munication one way or the other if councillor kamps had spoken up at council the night we discussed the illegal motion in the minutes he would have spared the mayor any embarrassment instead he chose to remain silent the mayor would have been absent when the matter was discussed and it could have been cleared up at that time yes accidentally took home a resolution in my folder and yes the mayor forgot to call for the motion to ratify the business of planning committee at that council meeting however the motion was not trivial a motion to approve all the business of planning board while sitting in committee could include such things as a new subdivision approval a land severance and other important matters and could never be considered trivial if the business of planning board is not ap proved in council by such a resolution no action can be taken it was a very im portant resolution as is every resolution passed by council when i discovered i had the resolution it was my intention to take it to our very next meeting as a council as i knew it was the only way it could be voted on when all of council again met as a whole when i received the minutes of the april 15th meeting and discovered a resolution moved by councillor kamps and seconded by councillor button had been inserted by the clerk i was very concerned especially since it stated that the resolution had been approved by the council and i knew full well it hadnt i brought the matter up at the very next meeting of the council the mayor was not present when i arrived that night or the matter very well may have been discussed in the back room where councillor kamps felt it should have been in the mayors absence councillor wedley as acting mayor called for approval of the april 15th minutes i could not honestly vote in favor knowing full well that a resolution had been inserted that was not properly approved in open council since councillors button and kamps signed the resolution councillor wedley asked if they knew anything about it they both pleaded no knowledge councillor kamps could have cleared the matter up then without the mayor being present but he claimed he knew nothing may i give credit here to the planning secretary mr aida who honestly stated that he thought he knew what happened and suggested we should wait until the clerk arrived at 830 pm the mayor and clerk both arrived at approximately 830 pm and the matter was further discussed the mayor said he had polled the council i persisted in knowing who was polled because i had not been and discovered this statement was incorrect only the two council members who signed the resolution had any knowledge of the matter at no time did the mayor reprimand me i was concerned that any resolution could get into the minutes without being si properly passed by jthegouhcilother council members were also concerned i feel a strong obligation as a responsible member of the council of this town to bring any matter of such an irregular nature to die attention of the mayor and other members of the council i will continue to do so in an honest manner as long as i serve my constituents as their representative sincerely bill drug problems within the stouffville district secondary school i have also listened to concerns expressed by many parents particularly mothers and fathers of students graduating from grade 7 they are em phasizing the need for more action in an effort to deal with the- drug situation affecting our contact everyone dear mr thomas the tribune article on may 29th regarding the resignation of councillor bill mcnalley from the post of finance chairman concerns me very much since i find it to be completely inaccurate i think perhaps it would be in the best interests of the town and all people concerned if you should talk to every member of council when digging for the real truth and not just one or two i have a great respect for councillor bill mc nalley and such a distorted story which clouds his good character and the facts as they actually happened is not only a discredit to him but to your newspaper which should only be printing what is accurate and correct sincerely yours our opinion they were the two people directly in- volved children through the tribune i want parents to know that the family life centre will be organizing a workshop for parents it will be con ducted by norman panzica a consultant from the council of drug abuse mr panzica recently visited schools in stouffville and ballantrae to provide information on drug use and abuse he talked with students teachers and parents mr panzicas office has been notified of the family life centres interest in holding such a workshop we have been advised to conduct a survey among parents to learn their concerns re their childrens possible use of harmful drugs mr panzica will then relate this twinr to these topics the workshop is planned for a date in the month ri september it will be more effective if we let the council on drug abuse coda know exactly what we want i invite all parents all schools all parent- teacher organizations all service dubs all chur ches and all interested individuals to call the centre 6402123 and tell us ways you would like to help or what you want from the workshop the centre is open every tuesday at other times messages can be left on tape all questions related to the
