should apply to all cases of premeditated murder he made his views known on a recent radio talk show a stand thats not com mon among police chiefs across the country what is the stand of the church on this con troversial issue from the office of the united church of canada comes the following editorial above the name of one keith howard and while it may or may not reflect united church policy the comments are in teresting its entitled is capital punishment the answer it reads the line current builds then is loosed a man stiffens convulses dies the death penalty transgressions such as adultery licence has been suspended for a year tended to reserve the penalty for only the most serious crimes ironically both those for and against capital punishment fervently believe that it is wrong to take human life those against capital punishment view the legal extermination of a criminal as a violation of every persons right to life some go further and argue that such correction contravenes the basic human right not to be subjected to cruel inhuman or degrading treatment or punishment there is little doubt that the imposition of the death penalty is cruel those on death row suffer acute and prolonged mental and physical anguish before execution their victims may also have suffered greatly but if revenge is the motive then perhaps that should be declared the fallible nature of humanity as seen in the judicial system also causes concern for unlike any other punish ment the death penalty is irreversible there is no possibihty of apology or remedy the desire to resuscitate the death penalty might be motivated by a concern to protect society perhaps it is prompted by revenge or does the urge originate in some need for a ritual of human sacrifice to purge the evil in all of us at the very least capital punishment adherents hope that the possibihty of penalization by death will jolt others into refraining from the most unpardonable crime deterrence is a major plank in any platform for the death penalty but the lack of convincing evidence that the death penalty does indeed deter negates the argument if there were to be a strong deterrent effect then at the very least there would have to be cer tainty of apprehension swiftness of judgment appropriateness of sentence none of the tbreeespecially swift ness of justice can be guaranteed in our judicial system i the question is given the uncertain evidence about- its deterrent effect can capital punishment be justified if it doesnt deter what possible good does it do and if it does deter is the possibility of
