work the costs associated with such massive youth unemployment are enormous unem ployment insurance payments for youth alone were over 15 billion in 1978 while welfare payments were estimated at 360 million there is also a cost associated with idle productive resources but the problem is not just economic there is a social and human element which cannot be ignored when young people are unable for a prolonged period of time to take an active place in society their values and their attitudes about themselves and society itself are profoundly affected if we want our young people to grow up with a cooperation with business and industry will con centrate on creating jobs of a longterm nature as part of the overall strategy new legislation will be introduced to provide tax credits as an incentive service corps which will involve young people in projects of a vital community service these will not be make- work projects but real jobs designed to have a lasting community and environmental benefit the youth service corps while providing a useful service to society will at the same time provide a challenging and rewarding work ex perience for young people further the government has in troduced a bill in the house of commons to amend the adult oc cupational training act bill c8 will increase assistance to training and apprenticeship programs and will make federal training programs more responsive to the needs of the labour market a revitalized training program focusing on the new skills demanded by industry will undoubtedly assist young people in finding employment in total the govern ment hopes to create 119000 new jobs for young canadians by march 1981 that should ensure we will not be living with 13 per cent youth unem ployment- in 1981 as we have been in the past from international year of the child done much to improve the quality of education that our young people will receive in the 1980s the curriculum councils and task forces have continued their efforts to write and im plement the new course guidelines for the entire system the resultant improvements in the classrooms will impact every child in york county in the 80s through the task force on technical and vocational education by cooperative programs in secondary schools through the community industrial training committee york county has recognized the need to make technical programs in secondary schools more relevant to the students future in industry business and post- secondary education the family life and sex education program will assist in the development of mature responsible individuals capable of making in formed decisions who can enjoy and be fulfilled by exercising their various capacities in the context of respect and appreciation for the rights and need of others the special education placement and review committees will become involved in the placement of exceptional pupils and review of such placements an early iden tification program will be introduced in september 1980 to diagnose the special needs of children in time to plan and im plement specialized programs reducing class size in the elementary panel was the objective of hiring 27 additional classroom teachers these and the many other refinements to program have been supported so that york county can provide the highest quality of education this board will be remembered for its decisions on program communications- this board will be remem- 1 bered as the board that communicated the directors report and the annual reports from the divisional superin tendents provided an in depth insight to the system with the hiring of the information officer we now have a public relations program to be proud of through meeting with ministers and of ficials of the government of ontario we have presented york countys need and have received satisfaction from the governments hearings ie approvals for riseborough and wulowbrook we have worked closely in a number of ways with the york county roman catholic separate school system i met with the student council presidents and was able to share with them our knowing bow critical it is that there be co operation within the system through many meetings both formal and otherwise this board has endeavoured to promote a high level of trust within the system we have made a deliberate effort to be open in our dicision making process and to keep employees and the public informed negotiations- the greatest single source of conflict and resultant lack of mutual faith is the process of coming to a collective agreement between teachers and ths board negotiations are a great distraction and the most time consuming activity of the board through the board committee just established to assess and evaluate negotiations i hope we will find new ways to carry on negotiations with our teachers and employee groups through the presentation to the ministry f of education that is in the final stages of preparation let us hope that bill 100 will be amened to remove the conflict that is so prevalent in the present process this- this board has taken its responsibilities seriously and has made a number of decisions that will srt the tome for the future the budget of 865 million dollars was kept to an increase of 7 per cent about 2 per cent below the current in flation rate this board has tried to live within its means closing
