40 area residents breathed a sigh of relief when whitchurchstouffville planning board approved a plan to demolish an old cement factory and replace it with three estate residential homes ronald fisico owner of the northeast corner farm on the bloomington road and ninth line will build three homes on one and a third acre lots just north of the bloomington the land which presently will accommodate commercial operations will also be rezoned for residential development mr fisico who originally wanted four lots was granted two lots recently by planning board members returning before the board he told them i ask you to reconsider my application i cannot afford to do it demolish the factory if you only give me two lots on top of the expense of constructing the new homes he complained he had to grade and impractical to sell land stouffville speaking both as a member of the agricultural community and a political leader mayor eldred king feels it is impractical to resell land expropriated by the federal government for the pickering airport the government pur chased the land seven years ago by the time you add the cost on to what was originally paid for the land it is almost impractical from an agricultural standpoint to purchase it he explained who would buy it back as for another suggestion put forward by concerned citizens and councillors the 99 year lease mayor king noted i dont think a property owner is going to lease land for 99 years unless hes totally irresponsible you have to take 4 a businesslike approach while he realizes the proposals are aimed at preserving the farmland he says the land may be needed for some other use in the future who can say he stressed accormrig people should be more con cerned about the people who work the land than the earth itself theres a greater shor tage of farmers than farmland in the meantime though he feels a five or ten year lease would be quite favorable for agriculture he disagrees that short- term leasees will mismanage the soil noting i think the majority are farming it in a reasonable way mayor king added some of the farmers who were expropriated werent always the best agriculturalists either as for now the mayors satisfied the land is being put to good use level the land he added no company would give him an estimate on the cost of removing the building because its con crete was reinforced with steel he fears the price may be exhorbitant i have a petition signed by 37 people in area he said they want to see it go not only is it an eyesore mr fisico stressed but its definitely dangerous theres going to be an accident there some day voting in favor of the motion to allow mr fisico three lots instead of two councillor becky wedley stated i know since 1974 ive constantly been called about that particular property according to her parents are concerned about their children being injured there others are upset that it is being used as a garbage dump councillor kamps agreed with mrs wedley he felt council should take advantage of the opportunity to correct past mistakes mayor eldred king said hed rather see four lots served by an internal road in order to prevent strip development and traffic congestion he warned if this municipality supports this application for three homes it must be made clear were doing this solely because we want to get rid of this concrete mon ster to support this is sticking our neck out however when the vote came mayor king supported the plan for three homes it was opposed by coun cillors bill mcnalley and jim doble they expressed concern at breaking with their planning guidelines councillor jim sanders was absent second assault in tiro weeks stouffville for the second week running a young girl has been assaulted while bicycling on a been operating a welding business out of his market street shop since september of 1947 walt the towns fire chief and the first welder in the area is retiring from the business now and closing his doors the land has been expropriated by the metro conservation authority for the duf fin creek rechannelisation project edschroeter by ed schroeter stouffville though walt smiths welding shop may be levelled for the creek rechannelization project leaving only the old shop sign on his recreation room wall as a reminder people wont soon forget the congenial owner or his workmanship while photographing walt outside the shop the place seemed busier than ever though it had been closed for some time at least a half a dozen passersby waved or stopped to chat with their old friend when one passerby saw walt outside the building he joked that mr smith just couldnt stay away from his old haunt according to mr smith theres some truth in that you cant work at a place for 33 years step out the door and forget about it i know ill miss it so theres no use saying i wont jokingly he said one night recently he dreamed of welding a trailor hitch onto a car of course the thing he will miss the most he explains is all my friends coming into the shop born and raised in stouff ville walt set up his first shop in the back of the bowling centre after returning home from the air force in 1946 at the time the building was an implement shop owned by walter atkinson mr sriith had only been home for a short few months when he decided to go into business i drove my model a down to toronto and bought myself a welder previously he had taken a welding course in the city and done some work in the field before the war in september 1947 he opened his market street location i was the first welder here in the village he noted the first years were grim not only did he have to build a clientelle but convince the farmers that electric welding was legitimate and it would do the job for years equipment had been bolted together or blacksmith welding methods had been employed for repairs peopie would look at you just amazed by electric welding mr smith explained mr smith is thankful for one thing we never had a single slack day in the last 25 years there was always something to do he said whether it was making an iron railing or teaching at the high school which he did for eight years what he finds particularly gratifying is though he never did any advertising the customers kept growing in number as his reputation spread mr smith doesnt plan to open up anouvr welding shop he plans to relax in his newfound free time and take a trip with his wife to the west coast of canada after that well bes- still got the fire department to look after builder will demolish old factory ronald fisico raises his sledgehammer in a symbolic gesture of what he plans to do to an old cement factory on the east side of the ninth line north of the bloomington sideroad mr fisico will demolish the structure and build three estate residential homes on the property ed schroeter boozing in park declines kamps stouffville boozing in the stouffville park has seen a sharp decline in recent weeks as a result of increased police i patrols throughout the park area town councillor bill kamps a recreation committee member says he is pleased with the situation now that increased manpower has been assigned to combat flagrant sales barn to help alleviate traffic stouffville town council has requested the co operation of the stouffville sales barn management to help alleviate weekend traffic congestion on main street on the advice of council sales barn owner norm faulkner agreed to distribute a pamphlet indicating alternative routes for customers travelling to his establishment mayor eldred king told council that the saturday traffic that flows through the village must be made aware of the by passes around stouffville mayor king however noted the influx of people on saturday is a valuable asset to stouff- villes business community and stressed we should not scare them away expressing his concern that heavy traffic causes an in convenience for local residents councillor jim sanders said they often have difficulty driving out of sidestreets due to main street traffic he added they are subjected to considerable air and noise pollution from the great number of cars a motion by mr sanders requesting the ministry of transportation and com munications provide a sign at ringwood indicating a bypass around stouffville was defeated by council a previous request to the ministry for an alternative route sign was denied salary talks at an impasse york region contract talks between the york county board of education and its secondary school teacher have reached an impasse whitchurch stouffville trustee harry bowes told the tribune the board has reversed its stand and agreed to settle the disputed issues with the ex ception of unassigned time through binding arbitration the teachers negotiating team has refused the boards offer insisting that the free time be written into their contract according to mr bowes none of the outstanding issues will be settled unless one side backs down mr bowes pointed out the teachers are already given two class periods for preparation time though its not in any formal agreement he explained it cant be put down on paper because we have to be flexible it would play havoc with some schools he noted especially the popular thornlea and don head secondary schools k wed have to have a punch clock in every school he ad ded its not a local issue anyway the trustee said it wasnt introduced until the v teachers provincial negotiating team took over i think local teachers will have to reevaluate their position he concluded in kamps feels th police chief bruce crawfor and his force are doing a gooa job by makingregular checks of the recreational facilities at night an important part of this police function are the foot patrols made by plainclothed officers on unannounced rounds through the park site mr kamps says that patrolling on foot on an irregular basis is the key to controlling the drinking problem he added that the threat of police checks alone are enough to dissuade the rowdy element the sporatic checkups are effective because they keep them teetering said councillor kamps in reference to the drinkers
