committee discussed the question of sex education and the problems arising in implementing such a program in the schools on the panel were- don couseos board of education chairman john stephens im mediate past chairman rev robert quick chairman of right to life in richmond hill ruth herbert of concerned citizens of york county and ernest armstrong a physical education teacher he went on to state that the program will have to embrace more than just the physical aspect of sez education but should emphasize the importance of family ties and religious beliefs not to mention the effect of casual liaisons on in terpersonal relationships there was also the question of ensuring that only well qualified staff be appointed to conduct the course in his opening remarks mr baker stressed the importance of the discussion by un derlying the necessity of making the right choice with such a program the inherent social problems that such a program could invoke and the vital necessity that concerned groups and individuals be kept well informed on any 1 decisions madeat board level he also welcomed j objections from the panel ruth herbert was most specific in that the board should invite parent involvement and that any durection from the board on any program devised for the schools be specific and not leave the curriculum open to illadvised in terpretation by individual teachers rev bob quick agreed fully with mrs herberts observations adding that although strong guidelines should be laid down it might perhaps be advisable for individual schools to tailor their program so as to be able to present their own attitudes he also stressed the extreme sensitivity of the stabject although praising the boards efforts to date ernest armstrong in sisted that parents and board members be as close to complete agreement as possible before implementing any program the panel was in agreement on the questions of direction involvement and content but eric baker raised a point when he suggested that some people may liken the program to a selling job on sex and misinterpret the whole idea however no one took him up on this point as everyone seemed to agree that such a program is at present advisable he went on to add that the expertise necessary for the im plementation of such a program was readily available within york county the only danger being that individual teachers might put their own interpretation on the subject therefore strong guidelines would be necessary on behalf of the board don cousens opened by saying that the issue at present could be confusing and that it was a very sensitive subject however with sufficient input from parents and groups he had no doubt the board would be able to approve guidelines for a fully integrated curriculum which would satisfy
