system in a press interview this week mayor ratcliff recommended the take over by the local puc of the service now maintained by ontario hydro the mayor pointed to a cost differential but said this could be over come in part through a tworate system spread over a period of years he admitted to some pressure from outside the builtup area of stouff- ville v mr ratcliff said the commission would have to look into all aspects of expansion very closely members have until the end of 1981 to make the change he explained he described the present utility operation in stouffville as very ef ficient
