the village for more than three hours the early afternoon fire started when a perkin vehicle was being fueled from tanks situated close to the south wall of the 100yearold building two at tendants left to go into the store and when they returned there was a wall of fire approximately 30 men with four pumpers and an aerial truck from the markham fire department were called in no one was injured keith bolender goodwood traffic cited 400 acre pit rejected uxbridge in an effort to bring some control to- the difficult aggregate gravel situation in uxbridge township s a proposal to remove gravel from a 400 acre lot was turned down bycouncil last week the proposal came from john regan who approached council wanting to remove gravel from the former walker property on brock rd and 7th concession j one of the first concerns of council was whethermr regan was also going to put a batching plant on the property to which mr regan quickly replied that he was not regional councillor gary herrema expressed other council worries when he stated that the township has spent a lot of money on gravel and we have no handle on it we asked for the government to come up with guidelines and regulations but were still waiting for them until that time i think our hands are tied as to new permits until we find out what the govern ment plans to do this resource has been abused in the past and we have to protect the citizens goodwood councillor john paxton in whose ward the proposal is located explained his reasons for denying the rezbning application aggregate should be used for the taxpayers benefit we need financial protection mr- regan has a well thought out document and there is nothing against him personally but i feel we cant rezone this land for cable tech employees to unionize stouffville em ployees at cable tech may soon belong to local 1590 of- the in ternational brotherhood of electrical workers an application for cer tification with the union will be heard may 29 before the ontario labour relations board- according 5 to board registrar d aynsleytbe ap- plication can be approved automatically if more than 55 per cent of the workers are in favour of joining the union the appearance before the board is a routine step- in becoming certified cable tech management were contacted by the tribune this week and professed tobe unaware of the application for union certification one cablestech employee estimated that as many as 80 percent of the workers are in favour of becoming unionized gravel removal until the government legislation is known theres also the question of where the gravel trucks might go possibly through goodwood andh we couldnt handle that because of this and the large size of the proposal i think the rezoning should be denied mr regan then had his chance to explain his position and he pointed out that he planned to extract a little less than one million tons he said the walker property is unique in the quality of gravel and that the resource should be used for the benefit of all of ontario this township doesnt have the gravel you think it has the majority of the pits are all marginal however the walker property has excellent gravel and it should be used gravel is where the good lord puts it and if its not used this could add to inflation for all ontario mr regan said another concern revolved around the fact that council has a bylaw in regard to gravel control now before the ontario municipal board for approval and councillor sandy ewen felt that endorsing the proposal might jeopardize jhebylaw however mr regan felt councils bylaw would not be accepted by the aggregate producers and that lawyers had told him it might be five years before approval councillor alan wells reported that the proposal would increase- extraction i in they township by 20 per cent and thats too much at this time deny it now but maybe yes in the future on a recorded vote council denied the rezoning an amendment to meet with mr regan and discuss future possible agreement was lost subject to quite a beating from some councillors at last weeks committee meeting to review and approve the 1978 operating budgets the allday meeting was running along quite smoothly until the final item on the agenda the- library budget- came up most councillors felt the 35 per cent increase in the budget over last year was unreasonable however it was pointed out that 1978 represents the first full year of operation for the new library as opposed to just six months of operation in 1977 v after a lot of dickering and bickering council finally agreed to cut the librarys original request of 102206 down to 90656 this figure includes the debenture costs still attached to the library council made the 90656 figure conditional on the fact that the library agrees to return 15000 to the town for paying off their- half of the debenture with the town paying the rest during the discussion councillor june button com mented that many people have come to her wanting to know what the librarian and assistant librarian do she was quickly supported by councillor- jim doble who saidrightpnjvenevoeseen the librarian working we might as well tell it like it is however mayor gord ratcliff who staunchly sup ported the librarythroughout the debate told mr doble that everyone is fulfilling their duties which are numerous one of councils main concerns was the wage and benefit expenses which were pegged at 61363 both mr doble and councillor bill mcnalley heartily disagreed with the figure they at first suggested reducing it to 49000 but later agreed to a 56030 figure council also disagreed with cut in half mr mcnalley also suggested that they knock off the 500 allocated for travel to conferences however councillor becky wedley thought that was going a bit too far and told mr mc nalley he was being picky poo mr mcnalley retorted that you wont let us knock off anything from this budget and now you say im picky poo the question of using volunteer high school students to help in the library came up as another way to cut costs but the mayor strenuously disagreed citing the need for trained personnel to operate such a library again mrs button was worried about the increase over last year saying they only spent 67000 last year and now are asking for a third more its a tremendous increase and out of proportion mr mcnalley then stated lets really slash it and get down to business the mayor trying to calm r everyone down noted that the request was not unreasonable because of the longer operation time this year in the new building as compared to 1977 that the library is only asking for 17600 more and that the library would turn back 15000 for the -debenture- town accountant ed black burn however refuted those remarks from the mayor by pointing out that it cant be reasoned that way saying the library is up 17600 from last year plus the towns half of the debenture payment bringing the total increased amount to 27000 less any cuts approved by council council after a few moments more haggling agreed to give the library board the 90656 debenture included many local people won honours at the richmond hill fair last weekend but probably none of them are prouder than kelly and kim little of markhamkellyonthe right was awarded second prize in page 9- annegret lamiire as approved by committee little increase in budget 6060 to steam in about half an hour to take on water the engine can be viewed passing through unionville around 10 am and markham 15 minutes later stouffville steam train no 6060 will chug into town sunday morning around 1030 steam train aficionados will have a good chance to see the classic engine as it will stop for stouffville with all the budget results now in it seems likely that stouffville residents will have the same municipal tax rate as last year despite some budget increases stouffville council in committee went over the 1978 budget at an allday meeting last week and all expressed gratification that the rate stayed the same this despite a much larger budget from the town library which caused a great deal of bickering in an otherwise calm and well run meeting one of the first items discussed was the possible cutting of the town road budget mayor gord ratcliff felt the road budget shouldnt be touched- saying it was very important to which clerk ralph corner agreed councillor bill kamps also concerned said theres a lot of streets in bad shape its been a bad spring arid we should use all the money there one piece of unpleasant news was the towns legal bill which had been badly un derestimated approximately 20000 was allotted for the total legal bill for 1978 but mr corner reported that the money has already been used up v weve had hearings such as dulverton and harding gate with a lot of preparation required it costs a lot mr kamps had his opinion on the matter we should nail these guys making the com plaints if we win the case they pay the court costs his idea found favour with mostother members and it was last year because of the cen tennial and it was expected to be down now but with the bowling green it brings the budget right back up the question of repairing the snack shack and public washrooms in the park was then broughtup as the responsibility lies with the stouffville centre councillor jim doble wanted to know why- the arena washrooms couldnt beiised in the summer for visiting baseball teams providing we have some supervision from the ball people a price of 30000 to repair both the shack and washrooms was suggested councillor bill j mcnalley balked at that saying theres enough fast fobdoutlets intownriobody will starve the discussion then took a quick right turn to the necessity of benches in the park- and mr kamps providing one of his well known instances of humor- said that we really need those benches jf not- the girls would have to sit on the grass and they dont like to get grass stains on further suggested jthat a clause their skirts cause they have to to that effect be included in any homeahd explain it to their bylaw or development j agreement mr corner then suggested- that at least another 20000 be included in the legal bill- councillor eldred king amended this to 10000 and 5000 for contingencies mr corner then presented anytmntfiif wrong some general figures stating councillor becky wedley that the overall total revenue pointed out that something this year is 1981811 should bedone to clean up those in other budgets it was washrobms and repair the shown that- the vandorf com- shackvits long overdue munity centre asked for 9850 x vand mr kamps admitted husbands y mr kamps suggested more lights as well as metal doors and locksfor the washrooms and the hiring of one or two burly guys to walk the park at night not to police the area as such just to report to the cops if orchard park public school was a bedlam of noisy exuberance last thursday but all for a good cause a penny carnival was held to raise funds tosend the grade 6 students to the altona schoolhouse for four days of pioneer education above ed mariooam gets a wet s- sponge in bb ample midriff as cathy henderson left and lianna appleton cringe away from the cold spray the carnival which saw 244 raised also included games of chance a fortune telling booth and other amusements john montgomery this year a little less than last year the whitchurch cen tennial centre was asking for just 365 more than in 1977 which will include costs of two tennis courts both budgets were- approved -with- little debate along with the lem- o monville community centre ri bone rfcontensonthere was the which asked for3575 jpropbsedcitizens band however things were a mr mcnalley questioned s little stickier for the stouffville v the need of spending the2000 e community centre kwhoseontte band but if budget- was presented dy mr jmassured him that this would only that its an embarrassment to mewtien anyone uses that washroom it was then agreed to allow 2500 for security and main- teriance for the two buildings the next item was the recreation budget and the only kamps he stated that the centre is taking over the bowling green this year so the budget will be up slightly it cost quite a bit ji- 5v-jr- be i to get tbentfstarted council did agree to the expenditure and the tot recreation budget of 48646 w approved k
