human needs are met in communal commitments in wellordered family relations and in a spiritual dimension through faith in god wherever these are not established any help from institutions is fragmentary expensive and questionable in its effect on society in the lives of many people the institution becomes an excuse for rejected responsibility a cheap alibi or a scapegoat and another factor to con tribute to so many wrong assumptions many developments show eg in disaster relief work and in social work that in stitutionalized agencies in welfare and charity are rather inefficient and inadequate in meeting the needs of people thoughtful leaders in administration of hospitals and correc tional institutions are very well aware of their dilemma there is a call for group homes where faithful house parents could care for abandoned children especially for those physically han dicapped for the chronically ill and retarded for delinquent youth and their rehabilitation for the
