subdivisions progress in vandorf and ballantrae two residential develop ments have taken great leaps forward in the past few weeks the prestigious vandorf blue spruce estates is now ready to go according to owner lc hennessey the development which is architecturally controlled to ensure that no two homes will be tne same was first surveyed in the fall of 1971 three years after the hamlet of vandorf was declared a high growth area according to the old township of whitchurch official plan this plan approved by the omb one year later since that time according to mr hennessey only one new home has been built in vandorf the estate development is composed of 36 oneacre lots each being roughly 200 x 210 feet each home will have a drilled well and septic tank system and homes will be similar to the cachet develop ment in victoria square where the homes begin at 145000 the development is im mediately north of the vandorf community park and will have underground wiring paved streets and street lighting mr hennessey said that he will also have further restrictions on the titles to the property in order to protect future purchasers these restrictions will regulate the breeding and keeping of animals to preserve the nature of this project this development is registered and lies 12 miles north of steeles avenue on woodbine avenue progress has also been made on a development in ballantrae the subdivision on the schickedanz property on the northeast corner of highway 48 and york regional road 15 whitchurch stouffville council is presently discussing the draft plan for this sub division and the conditions to be met by the developer this project has also been in the works for some years and is being held up while the council awaits an official plan a- mendment the ballantrae mussulmans lake secondary plan this amendment is presently at the region and from there must go to the ministry of housing for final approval the region must approve the secondary plan before they can issue draft approval for the subdivision plan there is some confusion in this area concerning the zoning a large portion of the land on this corner was designated industrial in 1969 by the old official plan of whitchurch township this zoning was adopted by the whitchurch council in 1970 but received only temporary approval from the omb wht une vol 90 no 49 whitchurch stouffville story see page 9 annegret lamure goodwood the residents of this hamlet may be faced with yet another battle over a penal institution the latest proposal comes from a group that wants to locate a halfway house for parolees in the goodwood area the proposal came at a special meeting held last week between uxbridge council and the christian organization anchor house province may service airport pickering norm cafik ontario riding mp and multiculturalism minister gave some credence to the rumor that the ontario government may reverse its decision to service the toronto international air port site in pickering t the provincial government decided not to provide services to the pickering airport project before the last provincial election a much delayed study of transportation needs in the toronto area originally scheduled for compjetion last december and menfiorieif for completion at the end of last month is not yet finished and no date has been scheduled for public release of the ac cumulated information the study will include recommendations for or against the new airport and mr cafik said that the federal govern ment would have to give a long hardjook at the project if the study indicates the need for a second airport in the toronto vicinity if however the study recommends against the air port expropriated landowners stouffville seniors kitchen band a group sponsored by is reported to be negotiating for the purchase of the former ringwood general store now housing stouffville rentall and the pink pony the two homes directly to the east and some farm property to the north thats news to me replied mayor gordon ratcliff when questioned about the possibility of mcdonalds locating at ringwood the mayor said noone from mcdonalds has approached the town the group is asking council to agree to locate such a house one mile north of highway 47 on the second concession road however council must first rezone the land and they will not make that decision until later this month anchor house is a non- denominational nonprofit organization that is sponsored by the national parole board under the federal penitentiary services the parole board pays a per diem rate for each resident in the house and this covers approximately 80 per cent of the costs if the proposal is agreed on the anchor house in goodwood will contain no more than 12 parolees all male who will be at the house forne year every parolee is over 2land had been sentenced to a minimum two years in a federal 1 penitentiary the purpose is to assimilate the parolees into the community through jobs and social interaction the goodwood area was proposed because of its rural setting access to go bus con nections to toronto and its close proximity to toronto according to the christian group however at the meeting and afterwards goodwood councillor john paxton questioned the decision to try and locate such an institution in the hamlet his concern stems from the fact that less than two years ago goodwood uxbridge and the rest of uxbridge township voted overwhelmingly against a plan to locate a prison assessment centre in the township the matter became a strong municipal election issue and it was reported that 80 per cent of those that went to the polls in goodwood voted against the penal institution a few days after last weeks meeting mr paxton asked why would they choose a community that has already spoken to their moral obligations and the penal system the very community where two polls that surround this proposed anchor house voted 815 per cent against an assessment centre he also expressed his concern that the parolees would have freedom and would mingle with the community and added that i think it would be unfair to the parolees to bring them to a community where they might not be accepted mr paxton felt that council would not accept the proposal they shouldnt accept it in the y mstoryjsnjt too short to remember at the meeting the organization presented a number of slides on anchor house which has locations in orillia peterborough and brampton afterwards most councillors made few comments and mayor gord davie felt the proposal needed to be examined further which gokart trial noise levels like highway 401 whitby the noise levels near the goodwood park kartways are comparable to readings near highway 401 according to an accoustical engineer that fact was brought out at last weeks provincial court trial of the gokart racetrack operator charged with breach of the environmental protection act dr al lightstone of valcoustics canada ltd told the hearing that noise levels were recorded on residential property near the track he said that an average sound level of 63 decibels recorded on the property of karl schaumburg during a race day last sep tember would be equivalent to a reading taken 300 feet from highway 401 the trial which was remanded to a later date following the testimony was the result of a group of goodwood homeowners near the track complaining of noise caused by gokarts the kartways and residents have had a running battle between them for a number of years residents have com plained to uxbridge council numerous times in an effort to control the time and use of the track at the trial mr lightstone commented that the noise level could be considered a significant amount of in- fined for possession whitby william michael gee pleaded guilty in whitby county court monday to a charge of possession of marijuana and received a fine of 1000 and two years probation york regional police working in conjunction with royal canadian mounted police seized 200 pounds of marijuana at a farmhouse at lot 34 con 2 uxbridge last august 4 and three people were charged with possession for the purpose of trafficking police had discovered 1500 plants growing in a field near scott and after the plants were harvested the farmhouse was raided gee pleaded guilty to the lesser charge of possession this week and the other two people charged were dealt with in ajax provincial court last sep tember judith dianne button and raymond robert rioux both of uxbridge were convicted of simple possession and received conditional discharges with one year probation terms trusion because of the type of sound he said the maximum level of noise recommended by the ontario ministry of the en vironment for a recreation area is 55 decibels crown counsel david estrin said residents told him that they felt irritated and tense during races at the kartway residents said that on race days they would go into their homes and close the windows in an effort to escape the noise or would make a point of not being at home however defence counsel john hahn suggested that the noise levels recorded on the properties could have been
