corruption in high places and doctored documents the commission centred on the donation made on july 24 1974 at the time disposal services a subsidiary of waste management was seeking permits for two landfill permits at maple and york sanitation another subsidiary needed a permit to expand an existing landfill site at highway 48 in whitchurch stouffville a week later approval for the smaller of the two maple sites came through to the town of vaughans indignation that certain conditions werent met i in march 1974 disposal made an agreement with the government to stop dumping at the smaller maple site until an enviromental hearing was concluded needing another site disposal turned to york sanitation and the whitchurch stouffville dump m at the royal commission stouffville mayor gordon ratcliff testified on behalf of the town which opposed the dump site john swaigen a lawyer from the canadian en vironmental law association who represented the local group powr preserve our water resources filed with the inquiry a copy of the brief powr had planned to submit to the ontario ombudsman as well he submitted depositions from local residents former ward 3 councillor merlyn baker and keith hut chinson who lives directly south of the dump both gave evidence about the pollution they ex perienced from the site they also talked about the lack of law enforcement it was brought out at the commission that traffic and tonnage to the york site doubled and the ministry of environment reasoning the garbage had to go somewhere began taking doubled the allowable tonnage however york apparently began taking garbage at double the allowed rate at which time the townspeople started to complain the ministry knew york was taking too much but felt it couldnt prosecute because there were no scales at the site when scales were installed york submitted reports in line with the legal limit the ministry however checked the reports in the spring of 1976 and discovered that york had been classifying substantial amounts of oily fabric shredded car parts as clean fill when it should have been included in the garbage figures twelve charges of over- dumping were laid that sep tember and last spring york was fined a total of 14000 the largest such penalty yet imposed in canada the question was raised whether the ministry acted improperly in the delay of checking the reports or if there was any undue influence brought to bear on the polliticans or officials mr swaigen commented that there didnt seem to be any direct evidence of corruption but he did add that it is a very difficult thing to prove s t he figured it would be at least another- month before any decision from the commission would come down york sanitations ap plication to expand the highway 48 site was approved by the environmental assessment board and by the ministry of the environment population increase stouffville the mayors report on population allocation has been released by the region the report covering the next 23 years up to the year 2001 sue town overland the town of whitchurch stouffville is being sued by developers who own an 86 acre parcel of land in cedar valley the suit is the result of an abortive attempt on the part of the developers to rezone the parcel from rural to industrial mayor gordon ratcliff is also named as a defendant in a second suit concerning the same matter calls for the town of whit- churchstouffville to grow to a maximum population of 20000 people the former village of stouffville is slated to have a population of 9000 persons a figure that the towns official plan predicts may be reached within the next five years the rural areas including the hamlets will have a top population figure of 11000 people the hamlets themselves accounting for 4000 persons the mayor feels that some of the figures may be read- jdusted in the future possibly bringing the former village to a population of 13000 the entire region of york is expected to grow to a population of 575000 persons the present population of whitchurchstouffville is 12500 close to 6000 was rumoured to have been taken but mrs dumond would neither confirm nor deny the figure mrs dumond who has been manager of the bank since september commented the building does have a silent alarm system which was triggered during the robbery police arrived just minutes after the three fled she said guidelines that contain the provisions that the issuance of any building permits within the noise sensitivity zone must be approved by the city building department and the ministry of the environment and that the developer notify all prospective tenants or purchasers of the land that the lands lie within these noise sensitivity zones it is suggested that local councils should have similar guidelines council was of two minds regarding the letter with councillor june button pointing out that the governments assumption that the airport would go ahead would bring increased building costs to developers and councillor bill mcnally noting that these costs might drive potential home builders away from the area councillor jim doble felt that letter was a clear indication that the government intended to go ahead with the airport proposal while the mayor felt that the airport would not be going ahead all tuckered out getting ready for competition is an exhausting business annegret lamure stouffville councils stand calling for the establish ment of a whitchurchstouffville public utilities commission has received support from a government committee the town further requested that the new commission which would replace the stouffville public utilities commission would continue to serve only the former village and the remainder of whitchurch- stouffville would continue to be served by ontario hydro the situation would be reviewed every three years the government committee on restructuring of public utilities has completed a report which agrees with the stand taken by the town council felt the local commission could not afford to purchase the assets of ontario hydro at an estimated cost of between two and two-and-a- halfmillion dollars the local utility which now serves 2000 customers would have to take on another 3000 if it took over the rural areas now servied by ontario hydro the steering committee report has not yet been officially released to the public the report is to be sent to ontario hydro and from there to the ontario cabinet where a final decision will be made the committee further recommends that effective jan 1 1979 a new three member commission be appointed by town council and that the mayor or his delegate would automatically serve by virtue of his office membership on the com mission has been frozen since 1971 when the town came under regional government it seems reasonable the report states to wait for a few years before creating a lower tier utility future growth may well make it a more viable proposition if the commission were expanded to include the rural areas of whitchurchstouffville there would be a considerable increase in the rates paid by residents of the former village 2946 cents per kwh as com pared to the present rate of 2 588 cents per kwh now paid added to this would be the cost estimated of a quarter of a million dollars to construct a new hydro commission office and garages commission member ken laushway predicted the interest alone would add 40 to the hydro bill of each customer if the rural lines were purchased at hydros asking price the eventual takeover of all of whitchurchstouffville ser vices by the local commission appears inevitable as ontario hydro are determined to get out of retailservice but the three year review period suggested would give the town time to conduct negotiations and perhaps come up with a more favourable price bus driver charged a stouffville man has been charged with contributing to juvenile delinquency after students from thornlea secondary school and don head secondary school were bussed february 10 but several were not dropped off at their destination police said the accused man picked up a number of students at thornlea ss to take them to don head at richmond hill but failed to drop off all the students when he reached that school he then drove the remaining pupils to mr donut at richmond hill plaza and later returned them to don head but again failed to drop them all off he then returned to thor nlea secondary with ten students but the students did not attend school it is alleged that the accused
