on the aurora high school board vacated by the retirement of dr fred vankostranovand when the county board system was introduced he represented both stouff viue and whitchurch as trustee by 1971 when he was elected chairman regionalization had taken place and he represented the new municipality of whitchurch stouffviue the years i spent as chairman and on the executive committee working with education director sam chapman was the most stimulating experience i ever had in my life says mr starr they were dedicated men and they worked very hard the reason for problems is they ex pected everyone else to be as dedicated as they are mr starr believes sam chapman has saved the taxpayers in theregionof york a lot of money over the years because of his credibility with the department of educatics and his know ledge of the grant system and how to interpret it to the best advantage of the region some cases when be did the most couldnt be publicized because it was necessary to keep it confidential looking at the education board today he commented that one thing that concerns me a little is a lot of groups say theyre interested in education but theyre always involved with confrontation i say why not try a co- no w in stouff ville cioane hail 7272122 8yongestn 8899622 10 a m aurora ontario above doane hall pharmacy w b a holiday rentacar system e for people going places efforts available when asked about bis time on whitchurch stouffviue council mr starr said be bad originally tun for the ward i post because a grojp bad come to him and asked him to i ran then because i thought it would be a new experience he said and i was interested in learning something about planning commenting on his time with council he said i wish wed made more progress we should be at the point where we have our zoning bylaw 727 up to date he says the ward is aneasyonetorepresent they havent asked for anything they havent gotten in the future he forsees the need for an artificial ice surface in the area as well as having the tennis courts in vandorf resurfaced has he considered running for council again not very seriously mostly jest said mr starr do have enough con fidence in my own ability that i feel i could serve as mayor if the time is right i would be prepared to act in that capacity but i dont want it so badly that i would run against someone that i thought was very capable i at the final meeting of council recently mr starr mentioned two former whitchurch reeves whom he felt had been instrumental in helping him in his younger days they were earle toole who had- helped him get a job on a road construction crew during the depression years and george richardon who paid me more than im worth to work on his farm those funds helped him to complete his honours degree in chemistry in 2941 from ontario agricultural college in guelph a university of toronto affiliate besides his duties on boards and council mr starr has worked the past 31 years with a major canadian food company and is now a production supervisor irsr ss38s fe former ward 6 counciuor art starr should be enjoying more leu time now that he is not involved in municipal politics for thefirst time in years mr starr has not ruled out the possibility he mav coin wv tj iw future to run for mayor r dack m merlyn baker wants to spend more time wit i merlyn baker recently retired as ward 3 counciuor has adopted a philosophical attitude about the 10 years he spent in a losing fight to close the york sanitation dump on highway 48 i feel that we have lost the battle but weve lost on the side thats right and id rather be on the side thats right than win and be wrong he said the dump which spending more time with his wife is one thing merlyn baker hopes to be able to do now that he has retired as ward 3 councillor- mr baker shouldnt find time too heavy on his hands i though as he still runs a full farm operation at the family farm on baker hill accepts industrial waste was granted a sizeable expansion and allowed to operate for five years following an en vironmental hearing that lasted more than a year the experience has left mr baker cynical about the provincial government the ministry of the en vironment have forced us to accept what they wanted all along in explaining his retirement from politics only from politics as he continues to run a full farm operation on the 74 acre farm that has been in the family for three generations after 17 years he explains i cant fight as hard now i cant fight in as co ordinated a way as five or 10 years ago he feels he has done as much as he can and he wants to be able to spend more time with his wife mr baker served oh whitchurch stouffviue council since its inception and before that he was on whitchurch council fora year and spent 10 years on the stouffviue wife jclp and save i cup and save cup and save notice to cable tv subscribers effective jan 1077 our channel line op will be as follows setdi to receive channel chan health continues even though the damp bat le is lost it still occupies a prominent position i a mr bakers thinking j hist iry books will prove thai the town was right bi icause whats happened up here will go down in h story i am just as sure bxlay as i was five yeara ago there will be pollut on from that dump i mr i taker predicts the peoble of the municipauty will suffer from the dlump but adds it may b 20 years and it may be 50 years but it will come j hecallsthedumpa crime against humanity and belieyes it has come about because of the belief in modern society that money is god therfc should be no cooperajtion with the dump oi- the ministry according to mr baker the onfc way you fight people iike l is by confronjationyou dont make patsy deals with them n he says that although he beli sves the dump is a id sgraccful and disastrous ithinghe bears no personal ianimosuty against those who foightfor it regding regional governnient mr baker said iiis easy to blame them ft everything it was supposed to be more efficient but things like that uirn out to be more costl e feels the power of thg old county of york tould have been ex- banded rather than orming ah entirely new- body the region of york act mr baker believes should be amended to give the region general powers over police roads and such things asi welfare hestrongly objects to the loss of planning powers by the municipality the power to decide how a local municipality should be laid out should rest with the area municipality that way he maintains well all have our own planning characteristics and wont all be in the same straightjacket mr baker feels community spirit has suffered as a result of regionalization it will take a whole generation before people come back to the way they felt about stouffviue or whit church he said there is a more distant feeling about whitchurch stouffviue is optimistic though that eventually people will feel that they are a part of the whole municipality commenting on the frequently repeated complaint that stouff viue gets everything mr baker replied a little bit of it the criticism could be justified r v stouffviue hasvad some major r e penditures he said but that doesnt mean other parts of the muni cipality wont get their tum summing up his opinion about the regioi he commented wouldnt support it now if there were a vote said he didnt support when it was first i corporated l
