osstf publication examining the role of ontarios secondary schools participants included teachers york- region public school board of ficials and provincial executive members of the osstf i margaret curriculum and his impending decision on re- introduction of stan dardized tests represent two major proposals in the osstf study others include establishment of work and community service study programs that could be available to all high school students a return to teaching duties on a regular basis for principals vice- principals and all other educators with teaching certificates a provincial guide line that school boards devote two to three per cent of their budgets on books and learning materials enabling all books to be provided at no cost to the student establishment of long term provincial education budgetary policy with a more equitable sj stem than property tax for provision of funds and provision of op portunities and incentives for continuing education on the part of teachers mrs wilson said the osstfs present time table calls for the recommendations num bering 40 in all to be consolidated into an in terim federation policy by christmas the federation will then meet with ministry officials to discuss the policy implementation of the osstf proposals will represent a minimal increase in cost york region school board one of three study groups examining the recommendations during the aurora high session agreed york region never did move as far away from a series of core curriculum subjects as some areas the group reported the group also focused on values education proposing that values training should be hand in hand with what is taught in school to the- rather than a separate public course its an area that teachers should approach with some caution warned mrs wilson were living in a society in which there is no norm as a result the teacher is sometimes forced to clarify stan dards that havent- been clearly defined by the community in which he is teaching added dwight daigneault assistant secretary of the osstf there is a real threat that the teacher- might be out of step with the community he works with he explained since there are no guidelines for teachers what teachers have to be aware of are very specific dangers to them said mrs wilson iyou have to be honest aboutitbut you have to be cautious while the problem is not as severe as in the united states where community pressure groups have forced schools to close- mrs wilson said instances- in- ontario where textbooks proposed for use in the classroom have been banned highlight the teachers delicate position i am convinced that canadian coaches parents and even kids have put so much importance on the glory of winning that the necessities of fundamental training
