three thousand dollars above what fori instance the publicf school secretary earned in the york county school system the aib approved the north york and other metro board settlements and the aib also ruled at that time that the increments which are as in our case were 200 an hour in 1973 and they increased by 50 per cent i in june 1975 ie 300 an hour then in 1976 you are limited to only an 8 per cent increase or 24 cents to add insult to in- jury the aib now seems to be waffling on the increment issue regardless of their past decisions the aib now when contacted by telphone is indicating that increments are to be included in the total calculations our settlement which our employees ratified on october 27 1976 provided for an 8 per cent increase plus in crement the york county board of education because of the aibs waffling ms paid oh the basis that the employee has improved withholding the in- pr added to her required cremenls u aib jslalls or knowledge were exempt from the aib calculations when we negotiated our first t contract in october 1974 we settled for an average increase of 50 per- cent over 29 months even though the actual percentages seemedhigh it still left our employees far behind 4 metro boards i this brings us to the predicament the aib is putting- our employees but especially the york count board of education in j one of the biggest shortcomings of the anti- inflatiori legislation is that it deals in per centages only and not in dollars let us explain according to the aib if you were earning 600 an hour in 1974 and received aif increase of 10 per
