gwillimbury trustee joy horton will introduce a motion monday calling for the york region public school board to declare a moratorium on group discussion of personal family matters as part of moral dilemma programs the motion in troduced at the com mittee level called for the moratorium pending formation of board policy on moral dilemma and peer group discussion programs by a revamped version of the committee while thursdays session approved reducing the committee to a smaller workable level the first half of the proposal was lost on a 33 tie vote when the moratorium was defeated mrs horton and markham trustee christ mcmonagle both of whom backed the move refused to support establishment of the new committee its too important to go away mrs horton said of her call for a halt to moral
