thetribune thursday october 28 lilt 3 a obiections stouffville numerous objections- to the draft of the new of ficial plan were received at the first public meeting held last monday night at latcnam hall- rthe majority of the complaints were from developers or wouldbe developers whose properties were designated rural although some objections were based on- general planning principles the developers stated their objections but were not allowed to go into the details of the proposals lengthy proposals will be heard during planning board nov 2 the new official plan is an amalgamation and revision of the plans for the village of stouffville whitchurch township aodmarkham township no further growth will be allowed at bloomington and this brought a vociferous objection from harry payne owner of the property at the northeast corner of bloomington and the 9th cone mr paynes property had been removed from the hamlet boundaries and been redesignated as rural there were three specific objections to designations in the for mer village property on the east side of highway 47 south of the sales barn was removed from an industrial classification and changed to rural planning board chairman eldred king this was done to keep industrial traffic from travelling through stouffville two developers one with property south of orchard park school and the other with land north of elm bd objected to the rural classifications on them both hoped for permission to build residential subdivisions the rest of the time was mainly taken up with discussions about the proposed industrial lands and the need for a stouffville bypass town planning consultant max sherman told the crowd that 75 acres the bulk of it west of the 9th and on the south side of main st has been designated industrial this he said was determined by the proposed expansion to the sewage treatment plant the industrial lands are centred around the future sites of mcneil laboratories and vorelco volkswagen mcneil president douglas tate announced at the meeting that the company would be scraping the sod within a few weeks and hopefully the steel would be up by the end of november matthew ahern rr 2 stouffville asked if any thought had been given to grouping the industrial lands along the railway tracks to give rail ac cess mr sherman replied that the idea had been to keep the industrial on the edge of town so traffic wouldnt have to go ers tc mteriiii ballantrae meeting is divided on issue of land development ballantrae two contrary opinions concerning development were voted at the public meeting held here last week on the interim of ficial plan for whit- churchstouffville the prodevelopment advocates held the floor for the greatest time during the evening although some solitary voices for restraint also had some audience support the official plan is to guide town policy on a variety of issues within its jurisdiction over the next five years and planning board will be considering final revisions before sending it- to higher levels of government for approval donald ennis a builder and an aurora sideroad resident said he wanted other people to have the chanee to live in the area as well he discounted the attitude held by many that once a person- has their own property that no one else should be allowed to build near them mr ennis said he was sorry to see the official plan draft is so restrictive to building- jj reply of town planning consultant max sherman was that the document -does- not contain restrictions but guidelinesv and that development may proceed if it conforms to that criteria man favored growth on the grounds that the price of- real estate skyrockets without competition and hesaid fee did not believe the plan 8ntained sufficient in ducement for industry to locate in the town mr sherman pointed out that the growth of die village of stouffville is limited by the capacity of the sewage treatment plahtahdthatthe rural hamlets- of the- town mostly are restricted for environmental reasons both musslemans lake and ballantrae are t restricted to a permanent totalpf- 1000 for that reason while vandorf is being allowed to rise to 35o mr sherman added that country residential development is being tried out in the plan and four estate residential subdivisions have already gained approval urine rural part of the town planning board chairman eldred king commented that the one t waytojffijl a hall with protesting residents was to try to locate an estate residential subdivision near them- and that we arc not intending to make the plan as restrictive as it may appear a voice for slow growth was that of jim development proposals to be discussed stouffville public meetings about the- whitchurch- stouffville interim of- flciarplan are not over jfet on tuesday nov 2 persons having specific development f proposals fortheir property within the municipality are invited to make their case before planning board fl the delegations wiube heard starting at 8 pm itthe meeting will take place in council cham bers in the wwtchurch- istouffville- municipal building- ling of ballantrae i moved here a year ago because i wanted to live in a small community he said then they said the population would not grow beyond 500 but now its going up mr sherman said the plan is frying to set sufficient guidelines so that overshooting the population mark does not occur again some of the in crease of the figure commented mr king was due to approval over all our heads a woman in the audience wanted to know what mr ling would do if his children wanted to move into the same area as himself theyd have to work for it he replied another pro- development advocate was tony kugler who identified himself as a building tradesman should i go on welfare if there is no housing he wanted to know the municipality has a fantastic op portunity to grow it would keep us busy and would create an assessment- base he said the kind of people who would build on single unserviced lots he said dont ask for services just to live in peace their kids have grown up and they are not much burden on the school system a woman in the audience expressed the view that more lowcost housing is needed in the municipality but mr king pointed out that the problem with having too much low cost housing is that it increases the tax burden of residents already located in the town country residential new planning designation to encourage reforestation stouffville putting scrub land to use for residential development is the purpose behind a new planning category in the interim official plan for whitchurchstouffville the category country residential would develop land under condominium ownership and would include an average of 8 persons per acre over half of a proposed development would have to be forest land at least 50 acres of class 5 6 or 7 agricultural land would be required for a subdivision and development would not be permitted where there is any possibility the land has agriculture con servation recreation or other value the development of country residential development on rural land could occur only on the basis of reforestation arid the protection of headwater streams is required town planner max sherman at the public meeting on the official plan in ballantrae ex- plained that the category is an experimental one only two such develop ments would be per mitted in the town over the next five years in order to gauge their impact provided for in the category are four separate kinds of- area within the development a forest area- a wildlife management area a recreational unit and a residential unit- at least 25 per cent of the total area must be comprised of the residential unit the official plan includes detailed guidelines as
