every subdivision that comes in in the view of mayoralty candidate cathy joice she said she fears if more and more developers go to the ontario municipal board saying they cannot get anywhere with local councils then more planning control will be taken over by the region and the province jfowever mrs joice said the population in the rural areas must be spread out and not clustered and that hard ser vices should never be im plemented anywhere outside the village of stouffville in an interview with the tribune on friday mrs joice discussed a variety of other issues in the upcoming cam paign as well she will face incumbent mayor gordon ratcliff in the polling on december 6 when asked what effect the new official plan would have on planning mrs joice said it is a fairly restrictive document and weu probably be continuously amending it to coincide with what wed like to see done she said that none of the planning board members were trying to put forth a negative document but one we can work with but its very difficult to know if youve said it the right way one thing she is pleased with in the plan she said is that the oak ridges moraine was outlined in a very definite way mrs joice has some definite ideas as to the role the public should play in coming before planning board there should be par ticipation by the public often they make very good points but council has to be the final body for making decisions and cant be ruled by a mass group we have to be positive enough to feel that what we do is good for the community mrs joice believes that some protesters of housing see regions page 9 cathy joice gordon ratcliff stouffville i would i like to contribute my services for another two years said mayor gordon ratcliff in an nouncing he will run for mayor again mr ratcliff who has served two terms as mayor told the tribune he feels be has been reasonably successful he has been involved in municipal government for the past seven years including one year with the old whit church township council the dulverton subdivision be said is the only ma jor growth foreseen in the municipality plus moderate growth in vandorf the expansion of the sewage treatment plant will allow for more prestige in dustry he anticipates the mayor feels the major issue confronting council is the current power struggle with the region i think the region has too much power but they were established by the provincial government and theyll have to amend it he said it wasnt the municipalitys wish that this power be granted to the region there has been criticism of his performance at the region- he admitted but he maintains i believe i have been a strong representative at the region perhaps i am not as vocal as some but this municipality has received its fair share of representation in response to the complaint that he is too reticent about expressing his views at the region mr ratcliff replied well theres a time to express your views and a time to listen my attitude i believe has been for the best of the municipality if they want to get sombody to shout and pound the table they will have to get somebody else thats not my way he said he doubts the day will ever come when the town gets everything it wants from the region i will press for the upgrading of some of the regional roads said the mayor specifying particularly the 5th 6th 7th and 9th concessions mr ratcliff said he is op posed to the regions policy of see issues page 9 municipal election slate will be much the same as last time stouffville almost all the current municipal representatives have indicated they will be candidates in the december 6 elections ward 3 councillor merlyn baker is the only member who wont stand for election ward 3 councillor cathy joice will oppose incumbent mayor gordon ratcliff for the top office mr ratcliff an nounced this week he will stand for a third term as mayor mr ratcliff was acclaimed for both estate subdivision proposal deferred stouffville a sub division with 38 lots averaging three acres each was proposed to planning board last week to be located on concession 6 on the north side of the aurora road the board deferred com ment on the application until nov 2 the first board meeting following public meetings on the official plan draft speaking for balhalla holdingsltddonald-hindsoh- told the board that the development hopefully would eventually include part of a gravel pit of about 80 83 acres currently operating there the first phase of the development would take place on about 130 acres plus 2223 acres of private open space mr hindson told causes concern at town council stouffville mem bers of council expressed concern last week over the regional planning document a recommended strategy for urban development for south central york v the document suggests a population growth figure of 100000 for the rural parts of the region to the year 2000 and also suggests that property taxes be regionalized ward 4 councillor cathy joice handed out a statement to council saying the 100000 population to be allocated to the rural area is rather frightening inasmuch as it is suggesting that the green belt areas in betweli v the major centres will also be counted into this total figure she said that should the green belts become filled in with population very little of the overall figure would be left for rural municipalities while against banning catcher in the rye by j d salinger and the ap prenticeship of duddy kravitz by mordecai richler only three trustees voted in favour of discontinuing the books which have been on the had a traffic flow of 35 trucks daily the solicitor also said that no appreciable noise would be created by the operation there is no working after dark and that the applicant would create a planting
