concerned individuals met in st thomas on tario and formed a committee to oppose the mandatory seat belt law that was recently enacted by the government of ontario on march 1 1976 this committee formed a province wide organization called pamus people against the mandatory use of seat belts with norbert moerkerke chairman alan smuck secretary and robert ward treasurer and public relations officer pamus is a non profit organization which has as its aim the repeal of the mandatory seat belt law in ontario pamus will serve as an organizing unit for other ontario groups that also seek to oppose the mandatory seat belt law there is no fee that any person or group must pay in order to affiliate with pamus we clo however accept donationsto defray printing and mailing costs pamus headquar petition that opposes the mandatory seat belt law so far we estimate that across ontario about 250000 people have already signed such a petition anyone desiring to organize a petitionin thieir area may obtain a petition form to get them started having space for 32 names free of charge by contacting pamus headquarters in st thomas anyone having already sent petition signatures to the provinial government should advise pamus of the exact number of signatures obtained future petitions may be sent to pamus headquarters or direct to the provincial govern ment it doesnt matter the important thing is thatj the number of signatures obtained be reported to pamus when we approach 1000000 signatures pamus will call a major press conference and following this we will seek an audience with the key members of parliament who were responsible for initiating the mandatory seat belt law when we meet with these officials we will petition them to repeal the mandatory seat belt law and outline some petition we will have no choice but to inform them that when the next election occurs pamus will do everything possible to defeat them in their own riding its unfortunate that such a lever might have to be used to instill some common sense in our government but history has shown that some politicians only react when faced with certain defeat we want to em- phasize at this point that we are not denouncing the use of the seat belt as a means of saving lives arid reducing injury seat belts are highly protective to the in dividual in many situations as are bullet proofvest crash helmets suitsofarmor but when has it got to be the place in this province where no one has enough ability tochoose except some government bureaucrat who- cant even park a- bicycle straight the mandatory seat belt law is clearly an infringement on the in- dividuals right to choose and thats why the following slogan was selected for our bumper- sticker seat belts should be your choice we firmly believe that the provincial government is using the mandatory seat belt law as an alternative to doing some real and positive tilings that should have been done a long time ago we cite the following the govern- ment could have acted against the drunk drivers- who cause more than half of the auto fatalities or the government could have acted against the people with extremely bad driving records about 10 per cent of the drivers who cause about 90 per cent of the ac cidents or the govern ment could have forced the insurance companies to base their rates en tirely on ones previous driving record in order to motivate bad drivers to improve themselves but instead of acting against the above mentioned minorities the government chose to do the one thing that maximized the govern- ments control over the people and minimized individual liberty and freedom in this province- through the mandatory seat belt law the government blamed the people for the evils the government chose to ignore the mandatory seat belt law affects every- driver and passenger in this province with a few special exceptions and t yet the law does ab- soutely nothing to reduce accidents or make anyone a better driver in fact
