gordon ratcliff brought the subject up at council joins fight against inflation stouffville mayor gordon ratcliff last week voiced v his strong support of the governments antiinflationary stand province still firm onjairpbrt 1 pickering the v provincial government has not reversed its stand onythe pickering airport despite remarks by cabinet minister james snow that the project could be revived in two years premier william davis said monday that the government stands by its decision to refuse to build roads or servicing for the airport earlier that day mr snow minister of trans it portation and com munications had said in ottawa that the airport was one op tion- to be studied he had just completed a meeting- with federal transport minister otto lang during which the two ministers had agreed to set up a federal- provincial committee to study transportation in southern ontario as the study is being carried out we willbe ex- ploring all options and fi naturally pickering has to be an option mr snow said i the premier refused to discuss the governments postion in detail but said he would meet with mr snow to discuss the transportation ministers statements opponents of the airport favored the decision to study transporatioh in southern on- y tario stating that it would prove t pickering is not needed what we really need out there is housing durham west mp charles godfrey said of the pickering airport site he suggested that maltoh could be expanded by increasing efficiency eliminating half- empty flights and improved aircraft noise abatement methods y there is no reason why this inflation cant be controlled mr ratcliff told planning board we as a council should go by these guidelines and get back to a more sensible way councillor art- starr suggested the community centre boards could be kept on the same budget as last year and councillor june button topped this by balling for a reduction in their budgets the mayor -also- said that although the rest of the economy are allowed a maximum 10 per cent increase the municipalities r are restricted to a five or six per cent increase because of over- payment this year mr ratcliff said this was a result ofa larger provincial deficit than was expected chairman eldred king termed the limited increase in- proyincial subsidies most inappropriate mr king warned that inflation overtook us and that there could be a budget deficit in 1975 of 2000 man hurt s in dozer planning board last week when he said there could be problems with the water york regional health unit carried out tests on the lake during- the summer and as the summer progressed the amount of fecal bacteria fluctuated wildly- this could be because of summers faulty septic tank systems xn south lake simcoe con servation authority resources manager gordon pyzer told the tribune the lakepossibly could be polluted but there may be no cause for alarm mr pyzer said the method and fequency of testing made it impossible to form any con clusions until continuous testing has been conducted he said that according to the tests already carried out the lake was almost to the point of closing down for swimmers on one day the tests show that the lake- was not too bad in june but that by august the fecal bacteria was quite high and exceeded the levels setby the ministry of the environment mr pyzer noted if the pollution registered is con tinuous then there would be an area for concern the tests taken to date have been too infrequent to ascertain this the lake must be thoroughly tested next -sum- mer commented mr ratcliff and the number of transient users may have- to be limited the testing will be carried out either by the conservation authority or by the ministry of the environment town frustrated again aurora town of whitchurchstouffville was frustrated again last week in their efforts to take legal action against the operation of the york sanitation dump council passed -a- bylaw effective april 1 prohibiting dumping anywhere in the town and charges were laid against york sanitation on april 21 the court case was ad journed twice and was being heard last thursday when justice of the peace i george barker announced he had jurisdiction tasthe service was not in order the surprise decision was made part waythrough the hearing town t clerk- administrator ralph corner had already given evidence and the officer who had laid the gravel case trial adjourns bloomington william popovitch appeared in court at aurora last week on charges of violating the towns zoning bylaw but the case wasnt heard r mr popovitch told the justice of the peace that his lawyer could not lie present that day and he requested an ad journment the requests was granted and the case will now be heard on december 17 charges was in the process of testifying when justice barker asked him to stand down justice barker explained that the summons did not specify whether mel mccaffrey who was served with it was an- officer of the company or not mr mccaffrey was identified in the summons as the manager and directordf the operation but not as an officer justice barker said that although mr -mccaffrey- has been identified as vicepresident there was some doubt as to whether that position would make him an officer of thee company perhaps mr chusid could help us- he asked murray chusid attorney for york sanitation- replied i dont know of my own knowledge if mr mccaffrey is an officer of the corporation i shouldnt say anymore dennis starzynski of mingay and associates the firm representing the town asked for an adjournment in order to bring proof that mr mccaffrey is qualified to represent the corporation in court i have already ruled no jurisdiction on the physical evidence in front of me said justice barker in refusing the adjournment starzynsky later commented that it is common knowledge that mr mccaffrey is an officer and that he holds the position of secretary although the matter had come up in court twice previously the service had never been read a new service cannot be issued on the original charges as more than six months have elapsed since the date oft the offence and according to law charges must be laid within that time solicitorpaul mingay has recommended that council approve the laying of charges on new informations- the case is expected to go tps county court and there is a possibility it may go to the supreme court of canada according to mr mingay the ministry of the environment cannot issue a certificate of approval to the dump as long as the towns antidumping bylaw is in place he said this would require another environmentalhearing but that- until nowthe ministry has simply ignored the bylaw the dump according to mr mingay could continue in definitely with the control order under which it now operates the bylaw will be included as part of the brief to be submitted to the ministry of the en vironment v1 anbtjii theft on woodbine ave service had offered a half price deal for servicing trees he could offer this saving because senior students from the forestry course at humber college would come out and do the work a total of 2000 had been budgeted for this year but the special offer would have cost 3000 and then no money would have to be budgeted for next year ordinarily money is budgeted every year for this work the work to be done was from the railway tracks to the 9th cone on main st on obrien ave and on church st mayor gordon ratcliff suggested the money could be taken out of the budget for street lighting as some of the allocated money had not been used- i councillor eldred king said he opposed the suggestion at public- works committee and that he was still against it i think we are amiss in spending money a that wasnt budgeted for he said- and warned thai they had already dipped- into the surplus con- v siderably to hold the mill rate for this year c i realize its a good ser vice he added vi am sure the same
