motion that would commit trustees to hiring a professional negotiator or labor lawver for contract talks the move came here last week as trustees debated a report from a committee formed to establish guidelines for negotiating procedures while die committee recommended hiring of a lawyer if deemed necessary by the boards negotiating team vaughan trustee don cameron termed the teachers contract much too large to be negotiated by trustees who are amateurs in labor relations a motion introduced by the vaughan trustee called on the boards negotiating team to supervise any contract talks under the cameron motion the actual negotiating would be done by a professional the motion gained support from markham trustee ooreen quirk who stressed that the province uses professional negotiators in its contract talks but fellow markham trustee chris mcmonagle disagreed last year we had a group of trustees who negotiated a contract and we didnt have any trouble she said hiring a negotiator would be passing the trustees role off to a professional mrs mc monagle stressed mr camerons motion was lost when only he and mrs quirk supported the proposed amendment later in the meeting the vaughan trustee gained support for a motion limiting mem bership on the boards negotiations team to trustees who do not hold membership in a teachers federation the nonfederation members of the board must accept that responsibility he ex plained while newmarket representative and board vicechairman craig cribar agreed he said past experience has shown trustees are not accepting that respon sibility when the chairmans committee asked for volunteers to form the 1976 negotiating team only three out of the boards 20 trustees replied he reported the boards negotiating team will include five trustees plus two alternates the director of education or his delegate and at the discretion of the com mittee a labor lawyer staff members will be present as observers during the negotiations and meet in caucus with the negotiating team staff responsibility will include assessing financial and operational implications of any proposed settlement or concession all agreements reached by the negotiating seeded until late in the year and will require some time in the spring to develop a good base mr larkin designed the course himself and he described this as the most enjoyable part of the work
