jenkins at f r in his annual 1974 report the chief said that by dealing with offenders as juveniles vwe may be able to deter them from committing acts of violence as adults violent crimes he said are the mayor said there is land available elsewhere in the town for that kind of use he said that other land already zoned in- dustrial in vandorf or north of gormley would be more suitable for that type
