penitentiary reception centre within the municipality gerald f hayden who owns property on cone 6 and cone 7 said the centre would not only decrease property values but it would cover the area with an at mosphere of depression and perhaps fear in a lot of local citizens v c e michener of lot 4 cone 4 wrote that the centre would raise in surance rates and create an image for uxbridge as a peniten tiary town he felt council should- turn it down before emotions are aroused s mr michener also opined that any local residents who became prison guards would eventually become brutalized- themselves church cambridge said that as one who had worked in a variety of prisons he felt mr bennetts assessment was accurate the in mates are a type of personality who need a whole lot of help he said and new facilities are certainly needed mr bennett had explained that the new facilities were needed because the combined reception centre- psychiatric hospital and maximum security prison in kingston was being phased out smaller centres were being created in favor of the huge institutions he said the reason this area is needed for a reception centre he said is that 998 of every 2000 ontario prisoners come from within 30 miles of toronto he said the proposed reception centre would require 25 to 40 acres including a landscaped bumper zone mr bennett added that we are not looking for prime residential or agricultural areas in answer to a question by mrs todd he added that he could see no reason why a worked- out gravel pit would be unnacceptable r the centre would probably need to- be located within two to four miles of a builtup area to cut down costs in serv- ring according to mr bennett as for local jobs a large number of them would be for correctional officers with the prime qualifications being a grade 12 education all guards must take a 12- week training course mr bennett said also locally plum bers carpenters and other tradespeople would be rcguiary employed as well he said a small percentage of the positions at the centre would be filled by trans fers from kingston he estimated a total of 180 inmates and 180 employees would be present at the centre where prisoners would stay for eight weeks while being diagnosed analyzed and classified no temporary ab- senses would be granted to prisoners while at the centre mr bennett said and a similar institution in quebec has had no escapes in its three years of operation- the position of councillor joe esmonds on- the penitentiary was that the economics speak for themselves and we meet more dangers on the highways that we would ever have here mr esmonde seconded mr ballingers motion in his speech in favor mr ballinger said that the last industry to come to uxbridge was 23 years ago we are a million- dollar
