thank lome transportfor donating the tarpaulins that cover our bins and a special thanks to the anonymous gentleman who brought coffee to all of us when we were working one really cold morning jean bel isle dear sir to give some ad ditional persoective to york sanitation dump site no 4 recent american action is of interest as a result of pollution problems due to trace amounts of chemicals in water supplies the safe drinking water act was signed into law last december and the en vironmental protection agency has just an nounced interim national standards for drinking water as required by this act these standards establish maximum concentration levels for arsenic barium cad mium chromium cyanides lead mercury nitrates selenium silver chlordane endrin heptachlor epoxide lindane methoxychlor toxaphene and chlorophenoxies they also set a ceiling for total concentrations of organic chemicals micro biological contaminants and turbidity there is no known safe level of exposure to many chemicals and these standards are part of the united states effort to protect its citizens from dangerous exposure to even trace amounts of pollutants which over a period of time produce cancer tumours mental retardation and a host of other problems including mutagenic changes in other words the great risk to the public has been recognized and preventive measures are being taken to avoid future human misery solid waste disposal is undergoing a revolution and landfill sites are increasingly being utilized to produce energy methane low grade oil recycleables methanol ammonia and urea where groundwater pollution is a hazard the leachate must be treated every effort is made to preserve surface and ground water quality this stands in startling contrast to the proposed activity at site nojin argument before the environmental hearing board the town its citizens its expert witnesses and such bodies as the south lake simcoe conservation authority have pointed out the grave dangers posed to the towns only water supply by the dump site among many other arguments put forth they contend that the material going into the- dump is uncontrolled and of unknown com position but it does in clude much of the most dangerous form of waste namely industrial waste for example the 800 tons of lead contaminated soil to be removed from a toronto park could very well come to this site where much of it will find its way into the aquifer similarly tons of vinyl chloride artifacts could be dumped at the site vinyl chloride is a car cinogen both when breathed and ingested and leachate could be expected to contain this material the geology of the site and the water movements under it are only poorly understood but chemical analysis of wells outside the site including the towns wells show that mass migration of pollutants has occurred beyond the site boundaries phenol cadmium zinc and other bodies ail of which were on the site are found many substances are non- biodegradable and bacterial activity on the site does not affect them many are not retarded or retained by clay but pass through soil into the groundwater there is no day material known to us that will render leachate harmless and this is especially true when the composition of the leachate itself is not known we believe the aquifer under the site is already contaminated but the degree of pollution is still tolerable however more contaminants must not be introduced by continued dumping dumping at the site was forbidden by the government in the past because the area was considered to be too sensitive it appears to be the height of folly to permit dumping now particularly since now so much more is known about chemical pollution the powr group stouffville community swimming pool 1975 season
