escape with only the clothes on their backs it was after the fire that the help started coming a number of families agreed to take members of the family until they could find another house what looked like a short stay lasted six weeks meanwhile members of the churchill dr ratepayers association started the hotton family trust fund and organized a dance to help raise money donations of clothing and furniture helped provide for the familys needs last week ron robb association president presented the hottons with a cheque for 1540 also attending the presentation were councillor becky wedley monday evening members of whitchurch stouffville council held a dinner party for mr and mrs latcham at thornhill country club here mr latcham cuts the birthday cake he was presented with a town crest by mayor gordon ratcliff don bernard stouffville following a lengthy harangue from murray chusid solicitor for york sanitation council passed without comment a by law reaffirming their earlier by law prohibiting dumping in whitchurch stouffville a preamble to the bylaw states council wishes to ratify and confirm and reenact the legislative action earlier taken and in addition the new bylaw sets a maximum penalty of planning service inadequate alternatives sought 1000 for each contravention town officials had earlier intimated this would be a last step before council sought a court order to stop the dumping which has been continuing at yorks highway 48 site in ap parent contravention since april 1 of the towns anti dumping bylaw the bylaw was given first reading and hhen mr chusid spoke to council and the 30 or so assembled ratepayers present mr chusid first replied to a letter introduced by mayor gordon ratcliff from the at torney representing a property owner adjacent to the dump site complaining about papers in unprecedented proportions escaping onto his property mr chusid insisted that in approximately 45 days of en vironmental hearings on the site there was very little or no evidence of littering and that this was an attestation in favor of the way the site is run he said the mess would be cleaned up when weather permits speaking to the bylaw mr chusid said it would be the least of the courtesies council could show the environmental hearing board to withhold the bylaw until the board has ruled on the site and the minister of the environment has acted on the ruling x he insisted there is no greater expert in the world on the dump than the board and that passing a bylaw to close the industrial landfill operation before the board hearings are completed would be an af front which they may regard as such youd think that somebody was running a bor dello he conjectured v vehemently objected to police stopping trucks coming in and leaving the dump and in forming the drivers they can very well expect a summons he said that in metro you cant use the police like yoyos and that the police were embarassed about their participation mr chusid maintained the towns bylaw enforcement officer should be policing for contraventions and said the only one the enforcement officer had to charge was york and they would be quite content to take the matter to the courts youve already passed the bylaw i cant understand why you are passing it again he said adding he thought it was a pretext which he intended on using against the town in court stouffville planning board is plagued with stafnrojlems as they havebeen hiring- junior personnel who only work for ai few months and then move elsewhere area services according to the mayor would be hiring as many as three new official plan whitchurch stouffville is currently paying 120 per an num or about 14000 which mr ratcliff feels could double if the proposed staff upgrading is carriedout mr pound will becoming back to development in the musselmans lake area the plan submitted by mr g serafino covers 12 lots in the 9th concession the parcels of about two acres each lie on the north side of hillsdale drive councillor cathy joice moved that approval in principle be given and the area services branch be asked to make a report mayor gordon ratcliff pointed out that this plan is close to musselmans lake and reminded members that the town has asked for a secondary plan covering the lake area i believe it would be very premature to accept another subdivision there before the secondary plan is available said the mayor councillor becky wedley disagreed saying that the area will never be anything but residential she predicted it would be three to six months before area services would be able to do a study she went on to cite the desperate need for housing that exists currently and stated that the plan actually lies out side the lakes residential area i think this would upgrade the whole area mrs wedley concluded councillor art starr ob served that the town would have to obtain a technical report before building could start mr newman said earlier this week that he decided to seek reelection in durham testa proposal stouffville rejection of a subdivision plan by the towns planning board drew immediate and adverse public reaction at a recent meeting the plan put forward by gino testa included some 35 low- cost homes in addition to the more usual type of housing an unfavorable technical report was submitted by the area ser vices branch and clay clouter attacked this report each lotcloutersaidtwould beabout threequarters of an acre on that land if w6uldtbep6ssible to grow 140 worth of corn or 85 worth of oats he said by contrast is a person had a garden 50 feet by 100 feet that would yield 500 worth of fruit and vegetables clouter cjaimed x the strongest and almost the only proponent of the development among board members was councillor cathy joice she proposed a motion that the original proposal be allowed to proceed the area services report be disregarded and the town ask to make a presentation to the regions plan ning committee councillor merlyn baker opposed to the motion attacked the argument put forward by clouter are you saying that we should take all the good agricultural land in whitchurch stouffville and divide it like this asked baker im not saying that at all replied clouter i in defending her motion councillor joice put heavy em phasis on the lowcost houses her remarks onthis topicwere met with applause and cries of hear hear from a large number of people present she maintained that this was the firso proposal to offer a solid commitment of lowcost housing and claimed that efforts to have the dulvertondevelopmenunclude this feature had met with little response 7 other councillors did not dispute the need for lowcost housing but there was considerable concern about the location of the plan the houseswould be built on 94 acres of land in the 8th concession southwest of bloomington i agree we need lowcost housing but im not sure this is the place for it said councillor becky wedley this puts a whole new hamlet within threequarters of a mile of bloomington said councillor baker i cant support this motion i dont think this is good planning spring storm hits hard stouffville last weeks violent storm presented problems for many
