editors mail merchant replies to editorial dear sir litis letter is in reply to your editorial dated feb 14 1974 concerning the traffic and parking in stouffville as a member of the traffic and parking group i feel i should attempt to explain why certain decisions were reached while others are still under study for the past nine months mayor gordon ratcliff councillors cathy joice and eldred king two engineers from the department of transport one from the region and myself have met with a traffic and parking consultant to attempt tcl move the traffic through stouffville more rapidly 2 safeguard the pedestrian crossings and 3 provide additional convenient parking in the immediate downtown area the decision to install a pedestrianactuated stoplight meaning a light which will always be green unless changed by a pedestrian wishing to cross the road was not made without due consideration being given to permanent stoplights being installed at the main- marketmill intersection andor main and civic unique problem stouffville however has the unique problem of having a major eastwest highway but no major intersecting north- south route subsequently there is not sufficient intersecting traffic at these locations to firstly obtain provincial ap proval and secondly to justify the in stallation of permanent stoplights at these locations the folly of the latter is that traffic would be required to wait regardless of how light or heavy it was to allow what will usually be very minimal traffic to emerge from these minor ar teries the advantage of a pedestrian- actuated light as an alternative is that traffic would flow through town unless a pedestrian wished to cross the road at which time the light would change for a specified length of time this method is a proven one for speeding up traffic movement while providing additional safeguards for the pedestrian the decision to put this controlled crossing in the centre of the downtown area was made because of the chaos that is resulting at the present crosswalk located at the civic- main intersection because it is hoped that more pedestrians will utilize a more con veniently located crossing and also because the intersections do not provide a viable alternative once installed once this crossing has been installed it is anticipated that a few minor roads and lanes will be changed to one way with certain turning restrictions on the main street these will not however be im plemented until the full effects of the pedestrianactuated light are known there are many additional recom mendations too numerous to report in this letter but ones which will assist both the transient traffic to continue through town and assist the residents of whitchurch- stouffville to move more safely and con veniently within the confines of our town i thank you sincerely for the op portunity of attempting to clarify why certain decisions have been made in relation to traffic and parking they certainly
