planning board last week representatives of win- dland associates suggested that the board move to annex the section which is landlocked from its own municipalities by the configuration of the airport site because it would function more in conjunction with stouffville the suggestion stemmed from windlands request for an official plan ammendment a preparatory step to devel oping a 332 lot subdivision on 116 acres between hwy 47 and the county line bounded on the north by the sales barn property and on the south by main street the parcel is owned by windlands parent company revenue properties the in formal plan for the site sub mitted by consultant michael brodigan defined 17 acres for single dwellings 29 for semi detached 3 acres each for commercial and school pur poses 17 acres open space 21 acres in a holding catagory the present zoning of the land is industrial with some agricultural and green belt the proposed subdivision would absorb the industrial area which the developers feel would not only be more com patible to stouffville if redesignated on the pickering- uxbridge parcel to the east but more compatible with airport noise anticipated at that location the subdivision area mr brodigan pointed out was not in the 95 cnr noise zone herb green who developed the ponderosa subdivision site at the west end of stouffville supported mr brodigans presentation he said there had been indications that the ministry of treasury and the two townships urge dumps be discouraged stouffville the use of the oak ridges moraine for waste disposal purposes is not desirable and should not be encouraged this definite opinion from the water quantity branch of the ministry of environment was oddly qualified however in a letter to local council last week while sympathizing with concerns over the ecological vulnerability of the moraine the agency retionalized we must be reasonable about the need for and the availability of waste disposal sites until such time as there is a policy designating land use in the area we should proceed with waste manage ment in the moraine the water quantity branch also reports that there are areas which can be safely used for properly engineered and operated landfill sites and that its policy is to deal with each site proposal on its own merits the environmental protection act does not give the ministry of environment the authority to designate areas in the province acceptable for landfill purposes but the ob servations from its water quantity section council was informed reflects the ministrys policy relating to the moraine no method the ministry submits has been found as a practical alternative to present disposal systems it puts the onus directly on the municipality to initiate its own plans for waste disposal through government loans specifically set up to implement recommendations of provincial waste planning studies the ministry also suggests that nhitchurchstouffville consult with associated councils to consider the advisability of a regional study based on the towns concern over waste disposal sites attracted attention in 1911 and in 1973 when the uxbridgescott historical sociey advertwed a display consideration to proposals for expansion to the north of the village and was of the view that this was where the next phase of residential development should be you would have to come up with good reasons for growing to the east he added mr green informed the board that the developers were fully aware of the financial demands that would be made on them by the municipality to expand general sewage and water facilities in the village while the northern develop ment would require rechan- nelization of the water course the eastern site he said needed no such expensive preparatory work the substantial levy the windland project would pay into the general improvement fund would assist he suggested with the rechannelization program which had been eroded from the conservaion authoritys budget before the board accepted the plan for further study the windland delegation urged that ihe possibility of annexation be discussed with the neighboring municipalities if you do annex the land mr green concluded we are prepared to move ahead with a substantial industrial development on it should guard against slum pickering the 18000 acre site for the hew pickering airport could become a slum if the vacant properties are not maintained by the federal government warned ontario mp norman cafik monday mr cafik suggested that the federal department of public works maintain vacant or ex propriated properties even if they are rented on his travels through the area last week said the mp he received complaints that some properties were allowed to fall into disrepair particularly in the area of the pickeringuxbridge boundary or century city if they sit vacant theyre not going to be worth the paper their sale is written on cited mr cafik if the federal department decided to maintain the properties the cost would be added to the rent charged he said
