over freight to any operator wishing to provide good passenger service such operators of road rail equipment might include greyhound gray coach and trailways who must find traffic jams a major impediment in attracting people to public transportation the cnr and the cpr should not be allowed to monopolize control of the rights of way when they show their determination to give priority to freight in all their planning the fight for good public transportation has been going on for several years with little apparent suc cess but governments are now beginning to recognize that the
