to markham each weekday evening is not unexpected the railway transport committee will either grant the application or decide it is an essential service and recommend a federal government grant covering 80 percent of the loss is warranted the service has been sur prisingly well patronized considering no morning train to toronto is available and that the evening train is not allowed to carry passengers on its return journey for this reason revenues cover only 20 percent of the operating costs the cpr application to discontinue the havelocktoronto run which until recently provided excellent service to downtown toronto and return is really disap pointing recently the schedule was changed without notifying passengers until two weeks later apparently the railway decided to limit speed for the budd diesel cars to the same 50 mph limit as a 4800 ton freight in this way several minutes were added to the running time to further discourage passengers at a time when traffic congestion and air pollution in the greater toronto area is the worst in history the railway commuter services should be dramatically expanded rather than curtailed the federal department of transport must assume responsibility for con trolling traffic over the valuable rail rights of way in the same way that it controls air traffic by taking over the rail lines the government can give priority over freight to any operator wishing to provide good passenger service such operators of road rail equipment might include greyhound gray coach and trailways who must find traffic jams a major impediment in attracting people to public transportation the cnr and the cpr should not be allowed to monopolize control of the rights of way when they show their determination to give priority to freight in all their planning the fight for good public transportation has been going on for several years with little apparent suc cess but governments are now beginning to recognize that the movement of commuters by private automobile is not only expensive but will even tually strangle all major centres give the gift that lasts all year give the tribune fairport united church hall
