reeve kenneth b laushway one of four candidates in the field holds a wide edge his record 14 years as a member of stouffville council including 10 years at the county level has given him the background knowledge he feels is necessary to do the job mr laushways list of municipal connections during this time is endless but instead of basing his campaign on political affiliations he would rather discuss his ac complishments projects he can point to with pride and say i was a part of it what does he see in stouffville as his finest single fulfilment high on the list he admits is the downtown civic square not as his own private plan but ore that involved every resident in town he personally set up the committee that raised 15000 towards the cen tres completion other projects include an im proved street lighting program construction of the new flood control dam widening of park drive south successful negotiations for new cable tech plant and the acquiring of a new senior citizens apartment on elm road reeve laushway a resident of stouffville for 30 years was first elected to council in 1955 at that time the village had a population of less than 2000 no police depart ment no paved roads and no sewerage system he suggests that people need only to look around to see signs of progress since that time what lies ahead mr laushway discounts the expectation of sizeable cost increases due to the change to regional government jan 1 the two combined municipalities will have a debenture debt of 76 per capita he points out while the average in the entire region will be the ontario housing corporation peter harris arthur starr vicechairman bd of education whitchurch- stouffville arthur starr rr 1 gormley is seeking reelection to the york county board of education he is the present vicechairman a position he has held since the county system was introduced in january 1969 mr starr is employed as a production superin tendent and is a member of several trade associations he graduated from the university of toronto with a degree in science and received his earlier education in newmarket and whitchurch township the candidate and his wife have 5 children two are still attending school sheila is a student at whitchurch highlands and jane is in her final year at mcgill university the starr family are active members of wesley united church mr starr served with the aurora district high- school board of education for 8 years and 6 more with jim mckellar the w public school board before becoming vicechairman in york county the county board is less than 2 years old and continuity is a necessity one of his major responsibilities has been as chairman of the salary negotiating com mittee which recently reached agreement after 50 meetings mr starr is also his interest in municipal politics en couraged him to seek the responsibilities of coun cillor his success in the 196667 term was repeated the following year when he polled the second highest number of votes last year he attained the deputy- reeve office by ac clamation mr mckellar who is selfemployed was born in ayr scotland and received his secondary education there before enrolling in englands wallsdale technical college while still in his youth the candidate became a member of the junior conservative party he has been active in various fraternal clubs he is a life member in the masons royal arch chapter and the scottish rite and in 1964 and 1965 was president of branch 459 of the royal canadian legion in 1967 mr mckellar was a member of the centennial committee as an enlisted man he served with the royal air force as an air gunner and instructor of armaments from 1942 to 1947 after arriving in toronto in 1949 he became parts manager of an automobile agency before moving to stouff ville as a member of the air force reserve for 4 years captain james mckellar was awarded the canadian forces decoration the deputyreeve believes the foundation of whitchurchstouffville will be only as strong as its first municipal slate and feels that he can provide the necessary leadership to assure the needed strength unity of course is the big message without it there will be no heart to the community mr mckellar feels that one of the first major projects of council will be to develop an official plan which will meet the needs of the entire community another concern ex pressed by the mayoralty candidate was the necessity to give the people a fair shake for their tax dollar this will only come through an efficiency of financing and ad ministration council favors gravel pit fee whitchurch twp whitchurch council has endorsed a resolution of caledon township which suggests that a fee be collected by township council for each ton of gravel taken from any pit the opinion of whitchurch councillors was that this money collected should be deposited with council for road expenditures deputyreeve barnard commented that many pit owners had posted a bond which was not repayable until operations are discontinued he said it was understood the province was bringing in new pit legislation at the end of the next session council endorsed the caledon resolution on a resolution put
