recommendations opposed stouffville the presentation of the annual stouffville police report by chief orland keating is usually an occasion for a complimentary pat on the back from all members of council such was not the case at a meeting feb 6 in fact deputyreeve bill parsons indicated that he wasnt interested in hearing it at all he was outvoted 31 included in the summary of events during 1968 chief keating placed two recommendations before council he suggested the renewal of a proper police training program at ayl- mer and recommended the hiring of a bylaw enforce ment officer to enforce the twohour parking limit on main street both proposals were challenged by mr parsons chief keating stated that the tagging of cars on a hit and miss basis was not a proper method either we do it five days a week or leave it the way it is he said mr keating said that his department keeps a close check on those per sons who abuse parking privileges in town but it was impossible to enforce the twohour restriction deputy reeve parsons stated that in his opinion such an employee would place an unnecessary ex pense on village taxpayers the number of parking violators are small he continued i feel that with a 5man force and a small area to cover your depart ment should be able to cope with it with respect to officer attendance at police col lege mr parsons argued that this should be a de cision of council he fur ther irritated the chief when he suggested that by rearranging the shifts the annual vacation period might not pose so serious a problem the training of my men is my responsibility re plied mr keating and if the police committee wish es to make up my shift schedule its quite alright with me the chief informed the members that he had plac ed the two items in his re port only as recommenda tions he said that their ap- provel or rejection was up to council i feel that any law on the books that cannot be enforced is a bad law he continued with regard to the hand seemed to lift the entire structure regional govt were dragging our feet deputy stouffville stouffville failure to submit a personal recommendation on the is sue of regional government could cost the vil lage its identity this is the feeling of deputyreeve bill par sons and he let it be known at a meeting feb 6 that he is very much dissatisfied with what he termed councils apparent willingness to drag its feet in this matter at his urging it was agreed that an appoint ment be arranged with the minister of muni cipal affairs so that stouffvilles case might be presented the decision was debated by reeve ken lau shway who said that hon darcy mckeough had already arranged to meet with represen tatives of york county council and stouff villes position within the regional plan could be outlined at that time at no time has it been indicated that stouffville will be wiped off the map he said we should have done something long ago rsons it may already be too aional area has been decided recalled making an earlier request for action by council but it was never followed up i feel that stouffville could be one of the finest selfcontained communities in canada weve just been sitting back and letting others do our talking for us reeve laushway said he would be agreeable to a meeting with the slinister if a proper brief could be prepared in so short a time ive always got farther by moving than by sitting on my posterior continued mr par sons as a representative of stouffville i feel we have already wasted too much time how is the minister to know how we feel we are a unique municipality and should be an excep tion to the 8000 population cutoff rule we have been lax with reference to the southern six as an or ganized unit the deputyreeve termed it a joke mr parsons suggested that if mr mckeough was not available then an appointment with the deputyminister would be satisfactory council agreed that the clerk should attempt to set up a meeting date at queens park
