past week the house of commons has been engag ed in the budget debate this debate while pegged on the budget is of gen eral nature and members usually speak on whatever subject they desire on friday i used this opportunity to deliver my maiden speech in the house of commons a maiden speech the members first speech can be a frightening occa sion some of the best known politicians have muffed it disraelis first speech in the british house of commons was howled down the main part of my speech dealt with two interrelated subjects they may sound a little abstract but they are 1 believe going to be at the centre of our politics for the next 20 years the first of these prob lems is that of how to or ganize our regional devel opment and economic planning administration in government the second is the neces sity of reforming the bud get making procedures in canadian government on the first point i said it has become almost trite to say that canada is moving out of an era of welfare politics and into a period in which a primary concern will be the pro grams and politics of econ omic development our past programs have often treated the symptons rath er than the disease of pov erty the key to combatt ing the poverty problem is to channel more funds to realizing the untapped potential of underdevelop ed regions of our country their function must be to provide not a permanent crutch for lagging sectors but temporary infusions of capital which will bring these regions to a level at which they too can contri bute to our national pros perity obviously our economic planning must involve close cooperation with the provincial and municipal governments but one dan ger of this cooperation maybe to remove the planning process from fhe effective scrutiny of the political process plan ning agreements hammer ed out in consultation with the provinces would be come rigid documents the house of commons on the one hand and the pro vincial legislatures on the other will be told that nothing can be changed since changes would re start the whole process of consultation and negoti ation in other words there is a real danger that the planning for regional de velopment will become in an exact literal sense an irresponsible process positions will be taken with the provinces by planners and technocrats for parliaments and legis latures to bring effective scrutiny and control to such a process will be ex tremely difficult i then went on to des cribe some ways these dan gers might be avoided through the effective use of parliamentary commit tees and citizen participa tion my second argument concerned budgetary pol icy in most countries the government departments responsible for economic development sooner or later run headlong into the policies of ministries of finance the concern of ministers of finance is after all the short term view of the next 12 months the view of econ omic planners is the 5 10 or even 20 year scale in government the urgent often takes precedence over the important the problem is how to ensure that the planning voice is heard strongly in govern ment councils which are markedly oriented to immediate budgetary and fiscal concerns obviously some econo mic decisions being con sidered by a government cannot be discussed pub licly but i believe it would be useful to have more in- formation than we now re ceivein a general way on the various economic measures the government is considering advice which is too narrowly channelled thro ugh one small group of people and this is what happens at the present time no matter how able those people are is likely to prove eventually inade quate this is one reason i welcome the announce ment of the recent appointment of an econo mic advisor to the prime minister 1 hope that one of his jobs will be to pro vide an assessment inde pendent of the finance de partmental view of pro posed economic policies it would also be helpful if the forecasting services of the department of fin ance were improved and eventually that the gov ernment reveal the long term forecasts on which it is working these forecasts should be treated not as fixed goals which it is the deter mination of a government to achieve they should be looked at as best esti mates and it should be recognized that policies will change as circumstan-
