opportunity to elect one trustee to represent them on the new york county board of educa tion which will administer both elementary and sec ondary schools including schools for the retarded in the county of york this is a great step forward to provide equal opportunity of education as a right for all children in our county and will enable them to compete for future employ ment more favourably with children who have been educated in larger urban centres services will include training for the retarded and handicapped children adult education and re training and guidance and psychological service all education will be integrat ed from kindergarten to grade 13 rather than ele mentary and secondary school systems as it is now this will suit the educa tion to the needs of the child to assist him to ob tain the greatest possible benefit from the education al system and to enable the child to achieve his goals accordingly pupils and parents will have all possible assistance to make the wisest deci sions pertaining to their future goals and the best selection of nhiontc nces sary to achieve them not all pupils will be able due to differences in capabilities to fit into any one program it is indeed conceivable that junior vo cational schools will be es tablished when economic ally possible in the near future to provide pupils with a knowledge of neces sary skills that will enable them to cam their living in the highly competitive world of business and in dustry this is their right and consideration for their needs is essential it is estimated that the budget for such a far- reaching program will be in the neighborhood of 30 million dollars no doubt you will agree that this is a very large undertaking but it can be done effi ciently through the unity of one york county board of education with the genuinely interested direc tion of well qualified trus tees who are able to select the administrative officials thorough consideration of all applicants and the se
